City of Green River, City Council Proceedings for March 5, 2019, 7:00 pm, Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Lisa Maes, Tom Murphy, Robert Berg, Michael Shutran, Jim Zimmerman and Gary
Killpack. The following were present representing the City: City Administrator Reed Clevenger;
Director of Human Resources Cari Kragovich, Communication Administrator Amanda Cavaz,
Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Director of
Community Development Laura Leigh, Police Chief Tom Jarvie, Assistant Fire Chief Larry
Erdmann, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval
of the Agenda: Council Member Killpack moved to add an executive session for personnel and
to approve the agenda. Council Member Shutran seconded, motion carried. Proclamations:
Developmental Disabilities Awareness Month. Presentations: Southwest Regional Airport
Update. Board and Committee Appointments: (A) Appointment of Mariella Slaughter to the
Planning and Zoning Commission. Council Member Zimmerman moved to confirm the Mayor’s
appointment of Mariella Slaughter to a remaining term on the Planning and Zoning Commission,
concluding May 31, 2020. Council Member Killpack seconded, motion carried. Resolutions:
(R19-05) Consideration of a Resolution Amending the Fiscal Year 2019 Budget. Council Member
Killpack moved to approve and authorize the City Treasurer to increase the budget authority in the
Parks Department, in the amount of $25,000 to purchase infield mix for the baseball fields. Council
Member Murphy seconded, motion carried. Council Actions: (A) Consideration of a Corrective
Quitclaim Deed for 240 Shoshone. Council Member Maes moved to approve the Corrective
Quitclaim Deed for land adjacent to Lot 71 of the Clear View Estates Subdivision Phase 1 having
an address of 240 Shoshone Avenue and authorize the Mayor to sign the Deed. Council Member
Shutran seconded, motion carried; (B) Consideration to Apply for a Rec Mil Grant for a Bullseye
Digital Fire Extinguisher Training System. Council Member Murphy moved to authorize the Fire
Department to apply for Rec Mil funds, in the amount of $21,966, from Sweetwater County School
District #2, for the purchase of the Bullseye Digital fire extinguisher training system, the City’s
match would be $5,491.50. Council Member Berg seconded, motion carried; (C) Consideration to
Approve the Renewal of a Contract with CGI Communications, Inc. Council Member Shutran
moved to renew the contract with CGI Communications, Inc. for video programming on the City’s
website and authorize the Mayor to sign said agreement, the governing body hereby finding that
the commitment of CGI Communications, Inc. to provide the services specified for the terms
specified has been determined to constitute a significant benefit and advantage to the City and the
Public, in that such services are not readily or economically available to the City in the absence of
an extended term contract. Council Member Killpack seconded, motion carried. Consent Agenda:
Council Member Maes moved to approve the Consent Agenda; (A) Approve the World’s Largest
Swimming Lesson Host Facility Liability and Publicity Release for the Green River Recreation
Center; (B) Horse corral lease agreement with Brad Johnston for corral #131; (C) Horse Corral
lease agreement with Rick and Tonya Manley for horse corral #114; (D) Approval of the Minutes
for: February 19, 2019 Council; (E) Approval of the Payment of Bills; Prepaid Invoices
$231,298.26, Outstanding Invoices $323,184.06, Payroll Expenditures $308,448.48,
Preauthorization Payments $1,065,000.00, Council Member Murphy seconded, motion carried.
Adjourn to Executive Session: Council Member Killpack moved to adjourn to executive session
to discuss personnel at 7:29 pm. Council Member Zimmerman seconded, motion carried.
Reconvene: Council Member Maes moved to reconvene the council meeting at 8:39 pm. Council
Member Berg seconded, motion carried. Adjournment: Council Member Berg moved to adjourn
at 8:39 pm. Council Member Murphy seconded, motion carried.
