City of Green River, City Council Proceedings for April 2, 2019, 7:00 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Lisa Maes, Tom Murphy, Robert Berg, Michael Shutran, Jim Zimmerman and Gary Killpack. The following were present representing the City: City Administrator Reed Clevenger; Communication Administrator Amanda Cavaz, Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Director of Community Development Laura Leigh, Police Chief Tom Jarvie, Fire Chief Mike Nomis, Director of Parks and Recreation Brad Raney, City Prosecutor Bobby Pineda and City Attorney Galen West. Approval of the Agenda: Council Member Berg moved to approve the agenda. Council Member Killpack seconded, motion carried. Proclamations: (A) National Service Recognition Day; (B) Sexual Assault Awareness Month; (C) National Library Week. Presentations: (A) Recognition of the Sweetwater County Aquatics Team Individual and Relay State Champions; (B) Star Transit Update; (C) Sweetwater County Joint Travel and Tourism Board; (D) Green River Chamber of Commerce Update. Public Hearing: Public Hearing for the Proposed Amendment to the City of Green River Code of Ordinances Chapter 18, Section 18-86 Gambling. The Mayor opened the hearing at 7:59 pm. Mr. Pineda gave a brief overview of the proposed amendments to the Ordinance. There were no other comments or concerns. The Mayor closed the hearing at 8:08 pm. Board and Committee Appointments: (A) Approval of the Appointment of Storm Adcock to the Parks and Recreation Advisory Board. Council Member Maes moved to confirm the Mayor’s appointment of Storm Adcock to the Parks and Recreation Advisory Board for a term of three (3) years beginning April 2, 2019 and expiring April 2, 2022. Council Member Berg seconded, motion carried. Ordinances: Consideration on first reading an Ordinance Amending the City of Green River Code of Ordinances Chapter 18, Section 18-86 Gambling. Council Member Shutran moved to approve on first reading the amendment to Chapter 18, Section 18-86 Gambling of the City of Green River Code of Ordinances. Council Member Murphy seconded, motion carried. Resolutions: (R19-07) Consideration of a Resolution to Adopt the 2019 Parks & Recreation Master Plan. Council Member Zimmerman moved to approve the resolution adopting the 2019 Parks & Recreation Master Plan. Council Member Shutran seconded, motion carried. Council Actions: (A) Consideration to Approve the Concession Stand Agreement for Stratton Myers Park and Veterans Park. Council Member Zimmerman moved to enter into a Concession Agreement with RaNae Johnson for the operation at Stratton Myers and Veterans Park Concession Stands. Council Member Murphy seconded, motion carried; (B) Consideration to Award the Bid for a 4-Wheel Drive 1½ ton Extended Cab Crane Service Truck. Council Member Maes moved to award the bid for a new 4-wheel drive 1½ ton extended cab crane service truck to Power Equipment Company Bid #1, in the amount of $156,798.64. Council Member Killpack seconded, motion carried; (C) Consideration to Approve the 2019 Wildland Fire Management Annual Operating Procedure Plan. Council Member Murphy moved to authorize the Mayor to sign the 2019 Wildland Fire Management Annual Operating Plan Agreement which will allow the Green River Fire Department to assist in wildland fires throughout the State. Council Member Zimmerman seconded, motion carried. Consent Agenda: Council Member Murphy moved to approve the Consent Agenda; (A) Approve the Sweetwater County Joint Travel & Tourism Grant agreement, in the amount of $2,000 for Art on the Green; (B) Approval of the WYDOT Access Application for the Evans & Knotty Pine Street Reconstruction Project, pending legal review; (C) Issuance of Catering permits to the Wild Horse Saloon, Inc., dba the Hitching Post Saloon to cater alcoholic beverages at the Coursen Wedding on July 6, 2019, from 3 pm to midnight, at the Island Pavilion and for the Tylka Wedding on September 14, 2019, from 2 pm to midnight, at the Island Pavilion and also approve the Transfer of their liquor license to cater the Phillips and Yenger Wedding on June 15, 2019, from 3 pm to midnight, at the Sweetwater Events Complex, pending approval by the Rock Springs City Council; (D) Approval of the Payment of Bills; Prepaid Invoices $1,171.28, Outstanding Invoices $470,835.62, Payroll Expenditures $304,047.14, Preauthorization Payments $1,065,000.00, Council Member Berg seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 8:35 pm.
