City of Green River, City Council Proceedings for October 15, 2019, 7:00 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Lisa Maes, Michael Shutran, Tom Murphy, Jim Zimmerman and Gary Killpack. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Director of Human Resources Cari Kragovich, Communication Administrator Amanda Cavaz, Director of Public Works Mark Westenskow, Police Chief Tom Jarvie, Fire Chief Mike Nomis, Director of Parks and Recreation Brad Raney, Recreation Supervisor Katie Duncombe, City Prosecutor Bobby Pineda and City Attorney Galen West. Approval of the Agenda: Council Member Maes moved to approve the agenda. Council Member Zimmerman seconded, motion carried. Proclamations: (A) Extra Mile Day; (B) Mine Rescue Day. Public Hearings: Public Hearing for the Proposed Amendment to the City of Green River Code of Ordinances Chapter 18, Sections 18-88 and 18-92 Smoking Prohibited. The Mayor opened the hearing at 7:08 pm. Mr. Pineda gave a brief overview on why he is asking for an amendment to the Ordinance. There were no concerns or comments presented. The Mayor closed the hearing at 7:10 pm. Board and Committee Appointments: (A) Approval of the Appointment of Sherry Schumacher to the Sweetwater County Board of Health. Council Member Killpack moved to confirm the Mayor’s appointment of Sherry Schumacher to the Sweetwater County Board of Health to fill Nancy Eklund’s term beginning October 1, 2019 and expiring November 1, 2022. Council Member Maes seconded, motion carried. Ordinances: Consideration on First Reading an Ordinance Amending Chapter 18 Sections 18-88 and 18-92 Smoking Prohibited. Council Member Murphy moved to approve on first reading the amendments to Chapter 18, Section 18-88 and 18- 92 of the City of Green River Code of Ordinances. Council Member Killpack seconded, motion carried. Resolutions: (R19-20) Consideration of a Budget Resolution to Accept School District #2 Rec Mil Grant Funds for the Summer Day Camp Program. Council Member Zimmerman moved to approve the budget resolution to accept the School District #2 Rec Mil Grant Award for the Summer Day Camp Program, in the amount of $11,439. Council Member Murphy seconded, motion carried. Council Actions: (A) Consideration to Approve the FY2020 Wyoming Highway Safety Grant Agreement. Council Member Killpack moved to approve the Wyoming Highway Safety Grant Agreement with the Wyoming Association of Sheriffs and Chiefs of Police for Fiscal Year 2020, in the amount of $4,800 and authorize the Mayor to sign the agreement upon approval by the City Attorney. Council Member Zimmerman seconded, motion carried. Consent Agenda: Council Member Shutran moved to approve the Consent Agenda: (A) Approval of the Memorandum of Understanding with Sweetwater County for the placement of the “Fox” sculpture; (B) Issuance of Catering Permits to the Wild Horse Saloon, Inc., dba The Hitching Post Saloon to cater alcoholic beverages at the Holiday Business Showcase on November 15, 2019, from 5 pm until 10 pm and November 16, 2019, from 9:30 am until 4 pm, at the Island Pavilion; (C) Issuance of a Catering Permit to Lew’s Inc., dba Sands Buddha Bobs Liquor Catering to cater alcoholic beverages at the 2019 Ciner Service Awards Banquet on November 8, 2019, from 4 pm until midnight, at the Island Pavilion, pending approval by the Rock Springs City Council. (D) Approval of the Minutes for: October 1, 2019 Council; (E) Approval of the Payment of Bills: Prepaid Invoices $192,736.29, Outstanding Invoices $388,570.11, Payroll Expenditures $657,279.24, Preauthorization Payments $1,066,000.00, Council Member Murphy seconded, motion carried. Adjournment: Council Member Killpack moved to adjourn at 7:34 pm.
