City of Green River, City Council Proceedings for October 1, 2019, 7:00 pm, Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Lisa Maes, Robert Berg, Michael Shutran, Tom Murphy, and Jim Zimmerman. The
following were present representing the City: City Administrator Reed Clevenger, Director of
Finance Chris Meats, Director of Human Resources Cari Kragovich, Director of Public Works
Mark Westenskow, Police Chief Tom Jarvie, Fire Chief Mike Nomis, Director of Parks and
Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council
Member Maes moved to approve the agenda. Council Member Murphy seconded, motion carried.
Proclamations: (A) Breast Cancer Awareness Month; (B) Domestic Violence Awareness Month;
(C) Fire Prevention Week. Presentations: (A) Wyoming Horse Racing Update. Resolutions:
(R19-19) Consideration of a Budget Resolution to Accept the Local Government Energy
Improvement Grant Award from the Wyoming Business Council. Council Member Berg moved
to approve the budget resolution accepting the Local Government Energy Improvement Lighting
Grant to upgrade the Recreation Center lighting to LED, in the amount of $25,000. Council
Member Maes seconded, motion carried. Council Actions: (A) Consideration to Approve the
Alcohol and Tobacco Compliance Contract with the Wyoming Association of Sheriffs and Chiefs
of Police. Council Member Murphy moved to approve the alcohol and tobacco compliance check
contracts with the Wyoming Association of Sheriffs and Chiefs of Police for Fiscal Year 2019-
2020 and authorize the Mayor to sign the contracts. Council Member Zimmerman seconded,
motion carried; (B) Consideration to Approve the Local Government Energy Improvement Grant
Agreement from the Wyoming Business Council. Council Member Zimmerman moved to approve
the Local Government Energy Improvement Grant Agreement with the Wyoming Business
Council for the purpose of upgrading the Recreation Center lighting to LED, in the amount of
$25,000. Council Member Berg seconded, motion carried; (C) Consideration of an Agreement
with APCO Inc. for Supervisory Control and Data Acquisition (SCADA) Design and Consulting.
Council Member Shutran moved to enter into an agreement with APCO Inc. for the design and
consulting of the new Environmental Systems SCADA System and Task Order #1, in the amount
of $90,900. Council Member Murphy seconded, motion carried. Consent Agenda: Council
Member Maes moved to approve the Consent Agenda: (A) Approval of an agreement with the
Green River High School Booster Club for a banner at home events, in the amount of $500; (B)
Horse Corral Lease agreement with Kaya Vigil and David Clinton for horse corral #79; (C)
Issuance of a catering permit to Santa Fe Trail Inc., dba Santa Fe Southwestern Grill to cater
alcoholic beverages at a wedding reception on October 12, 2019, from 4 pm until midnight, at the
Island Pavilion; (D) Issuance of an open container permit to the American Legion Tom Whitmore
Post #28 for a Pub Crawl on October 5, 2019, from 2 pm until 8 pm, within the barricaded area in
front of the American Legion on N Center Street; (E) Issuance of an open container permit to the
Flaming Gorge Harley Davidson for their Fall Open House and New Rider Event on October 12,
2019, from 10 am until 6:30 pm, in the parking lot in front of the dealership all the way to the Bar
& Shield Sign; (F) Approval of the Minutes for: August 27, 2019 Special Council Workshop,
September 17, 2019 Council and September 24, 2019 Special Council & Workshop; (G) Approval
of the Payment of Bills; Prepaid Invoices $130,746.94, Outstanding Invoices $791,696.67, Payroll
Expenditures $356,199.31, Preauthorization Payments $1,065,000.00, Council Member
Zimmerman seconded, motion carried with Council Member Maes abstaining. Adjournment:
Council Member Zimmerman moved to adjourn at 7:32 pm. Council Member Berg seconded,
motion carried.
