City of Green River, City Council Workshop Proceedings for December 10, 2019, 6:30 pm,
Council Chambers, Mayor Pete Rust called the meeting to order. The following Council
Members were present: Gary Killpack, Robert Berg, Lisa Maes, Michael Shutran and Jim
Zimmerman. The following were present representing the City: City Administrator Reed
Clevenger, Director of Public Works Mark Westenskow and Parks & Recreation Director Brad
Raney. Land Conservation Water Fund Grant – Riverside Memorial Park. Brad said the Parks
Department would like to apply for this grant in order to rebuild Riverside Memorial Park
playground and rebuild the riverbank where it is compromised from flooding. He said the Land
Conservation Water Fund Grant is a federal grant program managed through Wyoming State Parks
to provide matching funds for outdoor recreation projects. Discussion on Wyoming Waste
Systems Items: (A) Annual Price Increase; (B) Transfer Station Free Tonnage amount for
Residential Customers; (C) Billing Parameters. Michelle Foote from Wyoming Waste Systems
asked council to decrease the amount that residents are allowed to dump at the Transfer Station for
free from 1,800 to 1,000 per year. Council Members Killpack, Berg, Maes and the Mayor said they
were not in favor of a decrease being made to the agreed amount. There was a brief discussion on
changing the billing parameters to the first month of the quarter instead of the second month.
Michelle said they would like to increase the service fees per month as follows: residential
customers will see an estimated fifty-seven cent increase per month and the commercial customers
will see a $2.20 per month increase. The transfer station amount will increase to $70.24 per ton.
