City of Green River, City Council Proceedings for December 17, 2019, 7 pm, Council
Chambers, Council President Gary Killpack called the meeting to order. The following Council
Members were present: Lisa Maes, Tom Murphy, Mike Shutran, Robert Berg, and Jim
Zimmerman. The following were present representing the City: City Administrator Reed
Clevenger, Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Fire
Chief Mike Nomis, Director of Parks and Recreation Brad Raney, and City Attorney Galen West.
Approval of the Agenda: Council Member Maes moved to approve the agenda. Council Member
Berg seconded, motion carried. Citizen Requests and Other Communications: Eric Bingham
Land Use Director at the County said the Board of County Commissioners signed a contract for
the industrial project on Baxter Road. They have received a grant for the project and they are
excited to move forward. Thomas P Miller out of Indianapolis is doing the study and they will
have a local company, William H. Smith do the engineering. Board and Committee
Appointments: Appointment of Suz Jasperson to the Green River Arts Council. Council Member
Berg moved to approve the Mayor’s appointment of Suz Jasperson to the Green River Arts Council
for a (2) two-year term. Council Member Zimmerman seconded, motion carried. Resolutions:
(R19-23) Consideration of a Resolution to Increase the Capital Project Fund Budget Authority for
a Grant from the Wyoming State Parks and Cultural Resources. Council Member Shutran moved
to approve the resolution to increase the Capital Projects Fund Budget Authority for a Grant from
the Wyoming Department of State Parks and Cultural Resources, in the amount of $250,000.
Council Member Murphy seconded, motion carried. Council Actions: (A) Consideration of
WYDOT Transportation Alternatives Program Grant Agreement - ADA Improvement Project
Phase II. Council Member Maes moved to authorize the Mayor to sign the FY2020 Transportation
Alternatives Program Subrecipient Agreement between the Wyoming Department of
Transportation and the City of Green River for the ADA Improvements Project Phase II. Council
Member Zimmerman seconded, motion carried. (B) Consideration to Approve a Rate Increase for
Solid Waste Services from Wyoming Waste Systems. Council Member Murphy moved to approve
the solid waste services rate increase from Wyoming Waste Systems effective January 1, 2020.
Council Member Zimmerman seconded, motion carried. Consent Agenda: Council Member
Shutran moved to approve the following: (A) Issuance of catering permits to the Ponderosa Bar to
cater alcoholic beverages at Memorial Hospital’s Red Tie Gala on February 1, 2020, from 3 pm
until midnight at the Sweetwater County Events Complex and the Muley Fanatics Fundraiser on
March 14, 2020, from 3 pm until midnight, at the Sweetwater County Events Complex; (B)
Approval of Minutes for: December 3, 2019 Council and December 10, 2019 Council Workshop;
(C) Approval of Payment of Bills: Prepaid $1,922.71; Outstanding Invoices $777,294.47; Payroll
Expenditures $316,013.73; Preauthorization Payments $1,065,000.00. Council Member Berg
seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:23 pm.
