City of Green River, City Council Proceedings for September 1, 2020, 7 pm, Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Gary Killpack, Lisa Maes, Tom Murphy, Mike Shutran, Robert Berg, and Jim
Zimmerman. The following were present representing the City: City Administrator Reed
Clevenger, Director of Finance Chris Meats, Director of Human Resources Cari Kragovich,
Communications Administrator Steve Core; Governmental Affairs & Grants Manager Ryan Rust,
Director of Public Works Mark Westenskow, Senior Building Inspector Ken Yager, Planning &
Zoning Administrator Amy Cox, Police Chief Tom Jarvie, Assistant Fire Chief Larry Erdmann,
Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the
Agenda: Council Member Maes moved to approve the agenda. Council Member Zimmerman
seconded, motion carried. Proclamations: (A) Suicide Prevention Week. Presentations: (A)
Wyoming Main Street Recognition; (B) URA/Main Street Update. Board and Committee
Appointments: (A) Appointment of Ian Parker to the Green River Historic Preservation
Commission. Council Member Berg moved to confirm the Mayor’s appointment of Ian Parker to
the Historic Preservation Commission beginning September 1, 2020. Council Member Murphy
seconded, motion carried; (B) Reappointment of Nick Montgomery to the URA-Main Street
Board. Council Member Shutran moved to confirm the Mayor’s reappointment of Nick
Montgomery to the URA-Main Street Board beginning September 1, 2020 and expiring on August
31, 2025. Council Member Berg seconded, motion carried. Ordinances: (20-02) Consideration
on third and final reading an Ordinance to Allow Family Child Care Centers as Conditional Use
Permits in R-1 & R-2 Zoning Districts. Council Member Zimmerman moved to approve on third
and final reading the amendment to Appendix B Zoning, Chapter 9, Use Regulations, adding
Family Child Care Center, subject to the State of Wyoming requirements (1.1311) as a Conditional
Use Permit in the R-1 & R-2 Zoning Districts (Single-Family Residential Districts). Council
Member Murphy seconded, motion carried. Resolutions: (R20-18 ) Consideration of a Resolution
to Fund the Flaming Gorge Corridor Study and Airport Runway Improvements. Council Member
Maes moved to approve the resolution increasing the Capital Projects and General Funds for the
Fiscal Year Carryover, in the amount of $65,775. Council Member Murphy seconded, motion
carried. Council Actions: (A) Consideration to Authorize the Submission of a Grant to the
Wyoming Energy Authority (WEA) for a Local Government Energy Improvement Grant. Council
Member Berg moved to authorize the Parks & Recreation Department to submit a grant to the
Wyoming Energy Authority for a Local Government Energy Improvement Grant to replace the
gymnasium chiller at the Recreation Center. Council Member Shutran seconded, motion carried.
Consent Agenda: Council Member Shutran moved to approve the following: (A) Approval of the
Release of Retainage for the 2020 Slurry Seal Project to Intermountain Slurry Seal, Inc., in the
amount of $11,526.73; (B) Issuance of a catering permit to the Embassy LLC., dba Embassy
Tavern for the Americans for Freedom Rally on September 5, 2020, from 8 am until 10 pm, within
the barricaded area in front of the American Legion Tom Whitmore Post #28 on North Center
Street; (C) Issuance of an Open container permit to the Ponderosa Bar for the celebration of life
for Manual Pope on September 26, 2020, from 9 am until midnight, within the barricaded area
between the Embassy Tavern and the Ponderosa Bar on Railroad Avenue; (D) Issuance of an open
container permit to the Green River Development Fund. Inc. for the Downtown Street Fair on
September 12, 2020, from 12 pm until midnight, in the grassy area by the depot and from the Green
Gander to The Brewery on Railroad Avenue and North 1st East Street to Flaming Gorge Way; (E)
Horse Corral Lease with Beto Flores for corrals #60 & #61; (F) Horse Corral Lease with Byron
Thornburg for corral #79; (G) Approval of Minutes for: August 11, 2020 Council Workshop and
August 18, 2020 Council; (H) Approval of Payment of Bills: Prepaid Invoices $100,164.64;
Outstanding Invoices $677,705.13; Payroll Expenditures $366,551.97; Preauthorization Payments
$1,065,000.00. Council Member Maes seconded, motion carried. Adjournment: Council Member
Shutran moved to adjourn at 7:41 pm. Council Member Killpack seconded, motion carried.
