City of Green River, City Council Proceedings for August 18, 2020, 7 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary Killpack, Lisa Maes, Tom Murphy, Mike Shutran, Robert Berg, and Jim Zimmerman. The following were present representing the City: City Administrator Reed Clevenger, Communications Administrator Steve Core, Director of Public Works Mark Westenskow, Senior Building Inspector Ken Yager, Planning & Zoning Administrator Amy Cox, Police Chief Tom Jarvie, and City Attorney Galen West. Approval of the Agenda: Council Member Killpack moved to approve the agenda. Council Member Shutran seconded, motion carried. Board and Committee Appointments: (A) Reappointment of Karl Bozner to the Planning & Zoning Commission. Council Member Killpack moved to confirm the Mayor’s reappointment of Karl Bozner to the Planning & Zoning Commission for a (3) three-year term beginning September 1, 2020 and expiring August 31, 2023. Council Member Murphy seconded, motion carried.; (B) Reappointment of Michael Brown to the Planning & Zoning Commission. Council Member Zimmerman moved to confirm the Mayor’s reappointment of Michael Brown to the Planning & Zoning Commission for a (3) three-year term beginning September 1, 2020 and expiring August 31, 2023. Council Member Berg seconded. Ordinances: Consideration on second reading an Ordinance for a Proposed Language Amendment to Chapter 9, Appendix B Zoning. Council Member Killpack moved to approve on second reading the amendment to Appendix B Zoning, Chapter 9, Use Regulations, adding Family Child Care Center, subject to the State of Wyoming Requirements (1.311) as a Conditional Use Permit in the R-1 & R-2 Zoning Districts (Single- Family Residential Districts). Council Member Murphy seconded, motion carried. Council Actions: (A) Consideration to Approve an Agreement with the Green River Chamber of Commerce for FYE2021. Council Member Berg moved to approve the agreement with the Green River Chamber of Commerce, in the amount of $90,000 for FYE2021, pending legal approval. Council Member Murphy seconded, motion carried. (B) Consideration of Amendment No. 2 with Burns & McDonnell Engineering Company. Council Member Maes moved to approve Amendment No. 2 to the City’s Agreement with Burns & McDonnell Engineering Company, Inc. for construction phase professional services for the Wastewater Treatment Plant Replacement Facility, in the amount of $1,664,306. Council Member Murphy seconded, motion carried; (C) Consideration to Approve an Agreement with Target Solutions for Online Police Training. Council Member Zimmerman moved to approve the agreement between the City of Green River and Target Solutions allowing the Police Department access to Target Solutions online training courses and authorize Mayor Rust to sign the agreement upon legal approval. Council Member Shutran seconded, motion carried; (D) Consideration to Waive the Fees for Green River Little League and Green River Girls Softball. Council Member Killpack moved to authorize the fee waiver for all youth programs fees for the 2020 season with the return of the fees in the 2021 season. Council Member Berg seconded, motion carried. Consent Agenda: Council Member Zimmerman moved to approve the following: (A) Approval of Minutes for: July 21, 2020 Council & August 4, 2020 Council; (B) Approval of Payment of Bills: Prepaid Invoices $96,729.84; Outstanding Invoices $596,806.84; Payroll Expenditures $658,618.94; Preauthorization Payments $1,065,000.00. Council Member Shutran seconded, motion carried. Adjournment: Council Member Maes moved to adjourn at 8:33 pm.
