City of Green River, City Council Proceedings for November 2, 2020, 7 pm, Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Lisa Maes, Tom Murphy, Mike Shutran, Robert Berg, and Jim Zimmerman. The
following were present representing the City: City Administrator Reed Clevenger,
Communications Administrator Steve Core, Director of Public Works Mark Westenskow, Senior
Building Inspector Ken Yager, Police Captain Janet Kauchich, Assistant Fire Chief Larry
Erdmann, Director of Parks and Recreation Brad Raney, Recreation Supervisors Sherry
Schumacher, Kevin Sadler, Katie Duncombe, Katie Blood and City Attorney Galen West.
Approval of the Agenda: Council Member Zimmerman moved to approve the agenda. Council
Member Maes seconded, motion carried. Proclamations: (A) Diabetes Awareness Month; (B)
Epilepsy Awareness Month; (C) National Apprenticeship Week. Presentations: (A) Paint the
Town Pink Winner; (B) Gold Medal Award Presentation from the National Parks and Recreation
Association. Citizen Requests and Other Communications: Bailey Doctor from Castle Rock
Hospital District asked Council to consider doing a mask mandate in Green River. She will be
asking the County and the City of Rock Springs as well so if agreed it would be Sweetwater County
wide. Resolutions: (R20-23) Consideration of a Resolution Approving Wyoming Horse Racing
LLC to Conduct Pari-mutual Wagering on Live Horse Racing, Historic Horse Racing and
Simulcast Events with Wyoming Horse Racing LLC Located at 110 Uinta Drive. Council Member
Shutran moved to approve the resolution approving Wyoming Horse Racing LLC to conduct pari-
mutual wagering on live horse racing, historic horse racing and simulcast events within Wyoming
Horse Racing LLC located at 110 Uinta Drive in Green River, Wyoming. Council Member
Murphy seconded, motion carried. Consent Agenda: Council Member Maes moved to approve
the following: (A) Horse corral lease with Christopher Brink for corral #21; (B) Horse corral lease
with Jason and Elizabeth Stott for corrals #38 & #43; (C) Approval of the release and settlement
claim form for property damage with Transportation Commodities Inc. Insurance for City property
damage that occurred on August 17, 2020 and authorize the Mayor to sign said release; (D)
Issuance of Catering Permits to the Wild Horse Saloon, Inc., dba The Hitching Post Restaurant
and Saloon to cater alcoholic beverages at the 2020 Holiday Business Showcase on November 20,
2020 from 5 pm until 10 pm and November 21, 2020 from 9:30 am until 4 pm, at the Island
Pavilion; (E) Approval of Minutes for: October 20, 2020 Council; (F) Approval of Payment of
Bills: Prepaid Invoices $103,917.22; Outstanding Invoices $207,835.50; Payroll Expenditures
$371,053.79; Preauthorization Payments $1,065,000.00. Council Member Shutran seconded,
motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:39 pm. Council
Member Berg seconded, motion carried.
