City of Green River, City Council Proceedings for February 16, 2021, 7 pm, Virtually through Zoom Meetings, Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary Killpack, Sherry Bushman, Robert Berg, and Jim Zimmerman. Council Members Mike Shutran and George Jost were not in attendance. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Director of Human Resources Cari Kragovich, Communications Administrator Steve Core, Government Affairs and Grant Administrator Ryan Rust, Director of Public Works Mark Westenskow, Police Chief Tom Jarvie, Assistant Fire Chief Larry Erdmann, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Berg moved to approve the agenda. Council Member Bushman seconded, motion carried. Proclamations: Random Acts of Kindness Day. Presentations: Green River Chamber of Commerce Update. Public Hearings: Liquor License Renewals. Council President Killpack opened the hearing at 7:21 pm. There were no comments or concerns presented. Council President Killpack closed the hearing at 7:22 pm. Board and Committee Appointments: (A) Appointment of Amy Cox to the WYDOT Green River Urban Systems Advisory Committee. Council Member Zimmerman moved to confirm the Mayor’s appointment of Amy Cox to the WYDOT Green River Urban Systems Advisory Committee for a two (2) year term beginning March 1, 2021 and expiring February 28, 2023. Council Member Berg seconded, motion carried; (B) Appointment of Andy Hooten to the WYDOT Green River Urban Systems Advisory Committee. Council Member Berg moved to confirm the Mayor’s appointment of Andy Hooten to the WYDOT Green River Urban Systems Committee for a two (2) year term beginning March 1, 2021 and expiring February 28, 2023. Council Member Bushman seconded, motion carried; (C) Appointment of Neal Holcomb to the WYDOT Green River Urban System Advisory Committee. Council Member Bushman moved to confirm the Mayor’s appointment of Neal Holcomb to the WYDOT Green River Urban Systems Advisory Committee for a two (2) year term beginning March 1, 2021 and expiring February 28, 2023. Council Member Zimmerman seconded, motion carried; (D) Appointment of Rachel Todd to the WYDOT Green River Urban Systems Advisory Committee. Council Member Zimmerman moved to confirm the Mayor’s appointment of Rachel Todd to the WYDOT Green River Urban Systems Advisory Committee for a two (2) year term beginning March 1, 2021 and expiring February 28, 2023. Council Member Berg seconded, motion carried; (E) Reappointment of Mark Westenskow to the WYDOT Green River Urban Systems Advisory Committee. Council Member Berg moved to confirm the Mayor’s reappointment of Mark Westenskow to the WYDOT Green River Urban Systems Advisory Committee for a two (2) year term beginning March 1, 2021 and expiring February 28, 2023. Council Actions: (A) Consideration of Award of the Monroe & East Teton Water Project to Lewis & Lewis, Inc. Council Member Zimmerman moved to award the Monroe & East Teton Water Project to Lewis & Lewis, Inc., in the amount of $404,880.51 per the Bid and authorize the Mayor sign the agreement. Council Member Bushman seconded, motion carried; (B) Consideration to Award of Materials Testing Contract for the Monroe & East Teton Water Project to Inberg Miller Engineers. Council Member Killpack moved to award a Professional Services Contract to Inberg Miller Engineers for construction materials testing services for the Monroe & East Teton Water Project, in the amount of $5,800 and authorize the Mayor to sign the contract. Council Member Berg seconded, motion carried; (C) Consideration to Ratify the Submission of an Assistance to Firefighters (AFG) Grant Application to the Department of Homeland Security. Council Member Zimmerman moved to ratify the submission of the Assistance to Firefighters Grant application with the Department of Homeland Security, in the amount of $317,772.27 for 48 portable radios for the Green River Fire Department. Council Member Berg seconded, motion carried; (D) Consideration to Submit a Staffing for Adequate Fire and Emergency Response (SAFER) Application through the Department of Homeland Security for Additional Staffing in the Fire Department. Council Member Zimmerman moved to authorize the Green River Fire Department to apply for the Staffing for Adequate Fire and Emergency Response Grant with the Department of Homeland Security’s Assistance to Firefighters Grant; (E) Consideration to Submit a Grant Application to the Rocky Mountain Power Foundation. Council Member Zimmerman moved to approve the Parks & Recreation Department to submit a grant application to the Rocky Mountain Power Foundation, in the amount of $7,500 for the purchase of 42 trees that will be planted in the spring. Council Member Bushman seconded, motion carried; (F) Consideration to Submit an Application to the National Park Service – Rivers, Trails and Conservation Assistance. Council Member Bushman moved to approve the Parks & Recreation Department to write and submit the application to the National Park Service – RTCA Program for technical assistance. Council Member Berg seconded, motion carried; (G) Consideration to Approve the Liquor License Renewals. Council Member Bushman moved to approve the renewal and issuance of the liquor licenses presented for a term beginning April 1, 2021 and ending March 31, 2022. Consent Agenda: Council Member Killpack moved to approve the following: (A) Approval of the Certificate of State Grant-In-Aid for the 2021 Spaceport Day Event; (B) Approval of the Minutes for: January 26, 2021 Council Workshop, January 26, 2021 Council Workshop, February 2, 2021 Council and February 3, 2021 Special Workshop with the Sweetwater County Intergovernmental Joint Leadership Group; (C) Approval of Payment of Bills: Prepaid Invoices - $208,649.02; Outstanding Invoices - $230,659.42; Payroll Expenditures - $293,215.28 and Preauthorization Payments - $1,065,000.00. Adjournment: Council Member Berg moved to adjourn at 7:54 pm.
