City of Green River, City Council Proceedings for February 2, 2021, 7 pm, Virtually through
Zoom Meetings, Mayor Pete Rust called the meeting to order. The following Council Members
were present: Gary Killpack, Sherry Bushman, George Jost, Mike Shutran, Robert Berg, and Jim
Zimmerman. The following were present representing the City: City Administrator Reed
Clevenger, Director of Finance Chris Meats, Communications Administrator Steve Core, Director
of Public Works Mark Westenskow, Police Chief Tom Jarvie, Assistant Fire Chief Larry Erdmann,
Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the
Agenda: Council Member Zimmerman moved to approve the agenda. Council Member Shutran
seconded, motion carried. Proclamations: Day of Hope. Board and Committee Appointments:
(A) Appointment of Jim Zimmerman to the Green River Airport Advisory Board. Council Member
Killpack moved to confirm the Mayor’s appointment of Jim Zimmerman to the Green River
Airport Advisory Board as of February 1, 2021. Council Member Bushman seconded, motion
carried; (B) Appointment of Robert MacAdams to the Green River Airport Advisory Board.
Council Member Killpack moved to confirm the Mayor’s appointment of Robert MacAdams to
the Green River Airport Advisory Board beginning February 2021 and expiring February 2023.
Council Member Zimmerman seconded, motion carried; (C) Reappointment of Gordon Gunter to
the Green River Airport Advisory Board. Council Member Zimmerman moved to confirm the
Mayor’s reappointment of Gordon Gunter to the Green River Airport Advisory Board to a four-
year term beginning February 1, 2021 and expiring February 28, 2025. Council Member Shutran
seconded, motion carried; (D) Reappointment of Mark Westenskow to the Green River Airport
Advisory Board. Council Member Shutran moved to confirm the Mayor’s reappointment of Mark
Westenskow to the Green River Airport Advisory Board as an Ex-Officio member from
Engineering beginning February 2021. Council Member Bushman seconded, motion carried; (E)
Appointment of George Jost to the Joint Powers Telecommunications Board. Council Member
Berg moved to confirm the Mayor’s appointment of George Jost to the Joint Powers
Telecommunications Board replacing Lisa Maes. Council Member Killpack seconded, motion
carried; (F) Reappointment of Terry Leigh to the Joint Powers Water Board. Council Member
Killpack moved to confirm the Mayor’s reappointment of Terry Leigh to the Joint Powers Water
Board for a three-year term beginning March 2, 2021 and expiring February 29, 2024. Council
Member Berg seconded, motion carried. Council Actions: (A) Consideration to Authorize the
Police Department to seek a Children’s Trust Fund Grant for a Therapy Canine. Council Member
Bushman moved to authorize the Police Department to pursue a Children’s Trust Fund Grant to
fund initial costs for a therapy canine program. Council Member Zimmerman seconded, motion
carried. Consent Agenda: (A) Authorize the Parks and Recreation Department to apply for and
accept Rec Mil Funds, in the amount of $18,750 from Sweetwater County School District #2 for
transportation and field trip expenses for the 2021 Summer Day Camp Program; (B) Authorize the
Parks and Recreation Department to apply for and accept Rec Mil Funds, in the amount of $6,971
from Sweetwater County School District #2 for gymnastics mats; (C) Authorize the Parks and
Recreation Department to apply for and accept Rec Mil Funds, in the amount of $6,280.86 from
Sweetwater County School District #2 for a fourth session of summer swim lessons in 2021; (D)
Approve the Utility Review Committee’s recommendation of crediting utility account 5375-001
for $52.53; (E) Prepaid Invoices - $86,753.06, Outstanding Invoices - $167,348.17, Payroll
Expenditures - $633,256.00, Preauthorization Payments - $1,065,000.00. Adjournment: Council
Member Shutran moved to adjourn at 7:37 pm. Council Member Zimmerman seconded, motion
carried.
