City of Green River, City Council Proceedings for April 20, 2021, 7 pm, Virtually through Zoom Meetings, Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary Killpack, Sherry Bushman, George Jost, Mike Shutran, Robert Berg, and Jim Zimmerman. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Director of Human Resources Cari Kragovich, Communications Administrator Steve Core, Director of Public Works Mark Westenskow, Senior Building Inspector Ken Yager, Police Chief Tom Jarvie, Police Captain Shaun Sturlaugson, Assistant Fire Chief Larry Erdmann, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Berg seconded, motion carried. Proclamations: Child Abuse Awareness Month. Presentations: (A) Service Recognition of Stan Blake and John Freeman; (B) Communities Protecting the Green Committee. Board and Committee Appointments: (A) Appointment of Bonnie Tippy to the URA-Main Street Board. Council Member Berg moved to confirm the Mayor’s appointment of Bonnie Tippy to the URA-Main Street Board filling Sherry Bushman’s term beginning April 21, 2021 and expiring September 17, 2024. Council Member Shutran seconded, motion carried. Resolutions: (R21-02) Consideration of a Resolution Accepting Rec Mil Grant Funds from Sweetwater County School District #2. Council Member Bushman moved to approve the resolution accepting Rec Mil Grant Funds from Sweetwater County School District #2, in the amount of $6,791 for the replacement of gymnastics mats. Council Member Killpack seconded, motion carried. (R21-03) Consideration of a Resolution Accepting Grant Funds from the Rocky Mountain Power Foundation. Council Member Zimmerman moved to approve the budget resolution increasing the General Fund in the Parks and Recreation maintenance program, in the amount of $3,750 for the replacement of trees within the City. Council Member Killpack seconded, motion carried. Council Actions: (A) Consideration to Award the Bid for Police Body Cameras to Watchguard Video, Inc. Council Member Killpack moved to award the bid for Police body cameras to Watchguard Video, Inc., in the amount of $43,444.30 and to approve the Master Customer Agreement. Council Member Zimmerman seconded, motion carried; (B) Consideration to Authorize the Submission of a Grant Application to the Sweetwater County Joint Travel and Tourism Board. Council Member Jost moved to approve the submission of a grant application to the Sweetwater County Joint Travel and Tourism Board, in the amount of $1,000 for the 2021 Co-ed Tough Turkey Volleyball Tournament. Council Member Berg seconded, motion carried; (C) Consideration of Change Order #1 for the 2020 Green Waste Processing Project to Longhorn Construction, Inc. Council Member Shutran moved to approve Change Order #1 to the 2020 Green Waste Processing Project, in the deductive amount of $11,979.98 and authorize the Mayor to sign the Change Order. Council Member Bushman seconded, motion carried; (D) Consideration to Approve the District 4 Annual Operating Plan Agreement. Council Member Zimmerman moved to approve the District 4 Annual Operating Plan Agreement and authorize the Mayor to sign said agreement, pending legal review. Council Member Shutran seconded, motion carried. Consent Agenda: Council Member Killpack moved to approve the following items: (A) Approval of the 2021 World’s Largest Swimming Lesson Host Facility Liability and Publicity Release for the Green River Recreation Center, pending legal approval; (B) Horse corral lease agreement with Ashley Hernandez for corral 17; (C) Horse corral lease agreement with Carol Crowell for corral 121; (D) Horse corral lease agreement with Daniel Root for corral 121; (E) Horse corral lease agreement with Deanann Knezovich for corrals 129 & 130; (F) Horse corral lease agreement with Doug Magnuson for corrals 37 & 43; (G) Horse corral lease agreement with Gabe and Kimberly Kellum for corral 58; (H) Horse corral lease agreement with Jesslyn Mundy for corral 124; (I) Approval of Minutes for: April 6, 2021 Council; (J) Approval of Payment of Bills: Prepaid Invoices $82,464.69, Outstanding Invoices $288,268.67, Payroll Expenditures $298,268.67 and Preauthorized Payments $1,065,000.00. Council Member Berg seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:40 pm.
