City Council Meetings

City of Green River, City Council Proceedings for June 1, 2021, 7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Sherry Bushman, George Jost, Mike Shutran, Robert Berg, and Jim Zimmerman. The following were present representing the City: Acting City Administrator Chris Meats, Director of Human Resources Cari Kragovich, Communications Administrator Steve Core, Director of Public Works Mark Westenskow, Police Chief Tom Jarvie, Assistant Fire Chief Larry Erdmann, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Berg seconded, motion carried. Proclamations: (A) 307 First; (B) Women Veterans Appreciation Day. Presentations: (A) Wild Horses at the Green River Chamber of Commerce – Janet Hartford; (B) FY2022 Budget. Board and Committee Appointments: Appointment of Dick Blust Jr. to the Historic Preservation Commission. Council Member Bushman moved to confirm the Mayor’s appointment of Dick Blust Jr. to the Historic Preservation Commission effective June 1, 2021. Council Member Zimmerman seconded, motion carried. Council Actions: (A) Consideration to Approve an Agreement with the Wyoming Department of Agriculture. Council Member Jost moved to approve the 2021 WEIMP Grant Agreement with the Wyoming Department of Agriculture, in the amount of $5,000. Council Member Berg seconded, motion carried; (B) Consideration of an Agreement with Rocky Mountain Power. Council Member Zimmerman moved to authorize the Mayor to sign the General Service Contract with Rocky Mountain Power for the electrical service at the new Wastewater Treatment Plant site. Council Member Berg seconded, motion carried; (C) Consideration to Authorize the Release of the 2017 Bid Security for the Purchase and Development Agreement with New Peak Construction for the Lincoln School Addition Tracts B & C. Council Member Berg moved to authorize staff to release the 2017 Bid Security for the sale of the Lincoln School Addition Tracts B & C to New Peak Construction Company. Council Member Jost seconded. Council Member Bushman moved to table the item so that staff can gather the costs associated with the staff time that has been utilized for this item. Motion died due to no second. The Mayor called for original motion. Council Member Jost voted in favor and Zimmerman, Shutran, Berg and Bushman voted against, motion did not pass; (D) Consideration to Authorize the Invitation for Bid for the Sale of Municipal Property – Lincoln School Addition Tracts B & C. Council Member Shutran moved to authorize staff to advertise the Invitation for Bid for the sale of the Lincoln School Addition Tracts B & C. Council Member Berg seconded, motion carried. Consent Agenda: Council Member Zimmerman moved to approve the following items: (A) Approval to Release the Retainage for the Edgewater Park Playground Replacement Project, in the amount of $4,750 to Lucky Dog Recreation; (B) Approval of the Memorandum of Agreement with the Jamestown Fire Control District and authorize the Mayor to sign the agreement; (C) Approve the amended contract with the Wyoming Department of Health and authorize the Mayor to sign said contract; (D) Approval of a liquid waste hauler license for Jackman Construction on behalf of Love’s Travel Center, expiring June 30, 2022, pending legal approval; (E) Issuance of catering permits to the Wild Horse Saloon, Inc., dba the Hitching Post Saloon to cater alcoholic beverages at the 307 Block Party on July 23rd, 24th and 25th from 10 am until midnight each day at Expedition Island; (F) Issuance of Open Container Permits to the Embassy LLC., dba Embassy Tavern and the Ponderosa Bar for the Flaming Gorge Days Rock and Roll Party on June 25th and 26th, 2021, from 9 am until 2 am, within the barricaded area called “Bar Row” on Railroad Avenue; (G) Issuance of open container permits to the Embassy LLC., dba Embassy Tavern and the Ponderosa Bar for a Karaoke Contest on July 23rd and 24th from 9 am until 2 am, within the barricaded area called “Bar Row” on Railroad Avenue (H) Issuance of open container permits to the Embassy LLC., dba Embassy Tavern and the Ponderosa Bar for The Rally in the Alley event on August 14, 2021 from 9 am until 2 am within the barricaded area called “Bar Row” on Railroad Avenue; (I) Issuance of an open container permit to The Brewery for Matt Brangham’s Benefit on June 25th and 26th, 2021, from 9 am until 2 am within the barricaded area called “Bar Row” on Railroad Avenue; (J) Issuance of an open container permit to Green River Development Fund, Inc. for the URA/Main Street Downtown Street Fair on June 26, 2021, from 10 am until 2 am on the grassy area by the Depot and from the Green Gander to The Brewery on Railroad Avenue and North 1st East Street to Flaming Gorge Way; (K) Approval of Minutes for: May 18, 2021 Council; (L) Approval of Payment of Bills: Prepaid Invoices $93,874.98, Outstanding Invoices $423,286.15, Payroll Expenditures $338,587.90 and Preauthorized Payments $1,074,000.00. Council Member Shutran seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 8:35 pm.
