City of Green River, City Council Proceedings for July 6, 2021, 7 pm, City Hall Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Sherry Bushman, George Jost, Mike Shutran, Gary Killpack, Robert Berg, and Jim
Zimmerman. The following were present representing the City: Acting City Administrator Chris
Meats, Director of Human Resources Cari Kragovich, Communications Administrator Steve Core,
Director of Public Works Mark Westenskow, Police Chief Tom Jarvie, Director of Parks and
Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council
Member Killpack moved to approve the agenda with the addition of an Executive Session for land
acquisition. Council Member Berg seconded, motion carried. Proclamations: Purple Heart
Proclamation. Board and Committee Appointments: Appointment of Jason Palmer to the
Sweetwater County Board of Health. Council Member Berg moved to confirm the Mayor’s
appointment of Jason Palmer to the Sweetwater County Board of Health for a four (4) year term
beginning July 1, 2021 and expiring June 30, 2025. Council Member Bushman seconded, motion
carried. Resolutions: Consideration of a Resolution Approving the 80’ Lattice Type Cellular
Tower Special Use Permit. Council Member Jost moved to approve the resolution granting
approval of the Special Use Permit filed by Union Telephone Company for the construction of an
80’ lattice type cellular tower to be located at 380 Uinta Drive, Green River, Wyoming. Council
Member Killpack seconded. After a discussion Council Member Jost withdrew his motion.
Council Member Killpack moved to table the resolution for more public input and bring back at
the next council meeting. Council Member Jost seconded, motion carried with Council Member
Zimmerman opposing; (R21-13) Consideration of a Resolution Authorizing the Submission of a
WYDOT Transportation Alternatives Program Grant Application. Council Member Shutran
moved to approve the resolution authorizing the submission of a grant application to WYDOT for
the Transportation Alternatives Program (TAP) for the Riverside Memorial Park Pathway
Replacement and Lighting Project. Council Member Berg seconded, motion carried; (R21-14)
Consideration for a Resolution for the Public Safety and Tax Initiative. Council Member Berg
moved: (1) Having determined that the current General Revenue Sales/Use Tax should be
increased from 1% to 2%. The City of Green River City Council hereby agrees to place the
additional 1% General Revenue Tax on the November 2, 2021 ballot, and further hereby endorse,
adopt and approve the procedures set forth in W.S 39-15-203(a)(i), W.S 39-15-204(a)(i), W.S 39-
16-203(a)(i) and W.S 39-15-6-204(a)(i); (2) The Tax shall be imposed upon the retail sales of
tangible personal property, admissions and services within Sweetwater County; and upon sales
and storage, use and consumption of tangible personal property within Sweetwater County. (3)
The purpose of the Tax is for general revenue to fund ambulance subsidies, the Sweetwater County
Joint Combined Communications Center, and other local government tax supported public safety
organizations and economic development. (4) The City of Green River City Council hereby directs
the City Clerk to notify the Sweetwater County Clerk that this Resolution has been approved. If at
least fifty percent (50%) of the governing bodies of the incorporated municipalities within the
county submit a concurring resolution prior to or on July 15, 2021, the County Clerk shall place
this proposition upon the November 2, 2021 Election Ballot. W.S 22021-103. Council Member
Killpack seconded, motion carried. Council Actions: (A) Consideration of Amendment #13 to
the Landfill Engineering Services Agreement with Inberg Miller Engineers. Council Member
Shutran moved to approve Amendment #13 to the Landfill Engineering Services Contract with
Inberg Miller Engineers for $12,500 and authorize the Mayor to sign the amendment. Council
Member Zimmerman seconded, motion carried; (B) Consideration to Approve the Memorandum
of Understanding with the Sweetwater Economic Development Coalition. Council Member
Shutran moved to approve the Memorandum of Understanding with Sweetwater County and the
City of Rock Springs for the Sweetwater County Economic Development Coalition (SEDC) in the
amount of $30,000, pending legal approval. Council Member Bushman seconded, motion carried.
Consent Agenda: Council Member Berg moved to approve the following items: (A) Approval of
the Training Event Host Agreement with Barre Above for part-time Aerobics Staff Training; (B)
Approve and accept the Grant award from Sweetwater County Joint Travel and Tourism
(SWCJTT) Board for the 2021 Co-ed Tough Turkey Volleyball Tournament, in the amount of
$1,000 and authorize the Mayor to sign said agreement; (C) Issuance of a Malt Beverage permit
to Greg and Heidi McCurtain for a concert event on July 16, 2021, from 3 pm until midnight at
Stratton Myers Amphitheater; (D) Approval of Minutes for: June 8, 2021 Council Workshop and
June 15, 2021 Council; (G) Approval of Payment of Bills: Prepaid Invoices $2,348.40,
Outstanding Invoices $552,413.40, Payroll Expenditures $355,534.06 and Preauthorized
Payments $1,065,000.00. Council Member Zimmerman seconded, motion carried. Adjourn to
Executive Session: Council Member Killpack moved to adjourn to executive session to discuss
land acquisition at 8:45 pm. Council Member Berg seconded, motion carried. Reconvene: Council
Member Berg moved to reconvene at 9:01 pm. Council Member Killpack seconded, motion
carried. Adjournment: Council Member Killpack moved to adjourn at 9:02 pm. Council Member
Berg seconded, motion carried.
