City of Green River, City Council Proceedings for September 7, 2021, 7 pm, City Hall
Council Chambers, Mayor Pete Rust called the meeting to order. The following Council
Members were present: Sherry Bushman, George Jost, Gary Killpack, Robert Berg, and Jim
Zimmerman. The following were present representing the City: City Administrator Reed
Clevenger, Director of Finance Chris Meats, Director of Human Resources Cari Kragovich,
Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust,
Director of Public Works Mark Westenskow, Senior Building Inspector Ken Yager, Police Chief
Tom Jarvie, Assistant Fire Chief Larry Erdmann, Director of Parks and Recreation Brad Raney
and City Attorney Galen West. Approval of the Agenda: Council Member Zimmerman moved
to approve the agenda. Council Member Berg seconded, motion carried. Proclamations: (A)
Hunger Action Month; (B) POW/MIA Recognition Day; (C) Suicide Prevention Month.
Presentations: (A) Recognition of Elijah Kropf and Troop 312 for their Community Service
Project; (B) Sweetwater County Election Clerk. Public Hearings: New Restaurant Liquor License
Application from Wendy Y. Bird; dba Birds Nest Restaurant. The Mayor opened the hearing at
7:29 pm. There were no comments or concerns presented. The Mayor closed the hearing at 7:31
pm. Council Actions: (A) Consideration to Approve the Issuance of a New Restaurant Liquor
License to Wendy Y. Bird; dba Birds Nest Restaurant for a Term of September 8, 2021 through
March 31, 2022. Council Member Bushman moved to approve the issuance of a restaurant liquor
license to Wendy Y. Bird; dba Birds Nest Restaurant for a term beginning September 8, 2021
through March 31, 2022. Council Member Jost seconded, motion carried; (B) Consideration of
Monroe & East Teton Project Deductive Change Order #1 and Release of Retainage. Council
Member Berg moved to approve the Change Order #1 and Release of Retainage to Kilgore
Companies, LLC (dba Lewis & Lewis, Inc.) for the Monroe & East Teton Water Project, in the
deductive amount of $33,218.93 and authorize the Mayor to sign the Change Order. Council
Member Bushman seconded, motion carried; (C) Consideration to Approve the Quote and Master
Customer Agreement with Motorola Solutions, Inc/WatchGuard Video. Council Member
Zimmerman moved to approve Quote WTC-0973-01 and the Master Customer Agreement with
Motorola Solutions, Inc./WatchGuard Video, in the amount of $31,050 and authorize the Mayor
to sign the attached quote and the master customer agreement. Council Member Bushman
seconded, motion carried; (D) Consideration to Approve the Wyoming Highway Safety Selective
Traffic Enforcement Grant Agreements with the Wyoming Department of Transportation. Council
Member Jost moved to approve the Wyoming Highway Safety Program Sub-Award Impaired
Driving and Occupant Protection Agreements with the Wyoming Department of Transportation
for the Federal Fiscal Year 2022 and authorize the Mayor to sign the agreements, pending legal
approval. Council Member Berg seconded, motion carried. Consent Agenda: Council Member
Berg moved to approve the following items: (A) Issuance of a catering permit to the Wild Horse
Saloon, Inc., dba the Hitching Post Saloon to cater alcoholic beverages at the Crossroads Exhibit
Ribbon Cutting on September 17, 2021, from 5 pm until 7 pm, at the Green River Chamber of
Commerce located on Flaming Gorge Way; (B) Approval of the printer service agreements with
Copier & Supply Co. Inc; (C) Approval of Minutes for: August 17, 2021 Council; (D) Approval
of Payment of Bills: Prepaid Invoices $109,022.44, Outstanding Invoices $432,521.33, Payroll
Expenditures $390,483.85 and Preauthorized Payments $1,065,000.00. Council Member
Zimmerman seconded, motion carried. Adjournment: Council Member Berg moved to adjourn
at 7:51 pm. Council Member Zimmerman seconded, motion carried.
