City of Green River, City Council Proceedings for September 21, 2021, 7 pm, City Hall
Council Chambers, Mayor Pete Rust called the meeting to order. The following Council
Members were present: Sherry Bushman, George Jost, Mike Shutran, Gary Killpack, Robert Berg,
and Jim Zimmerman. The following were present representing the City: City Administrator Reed
Clevenger, Director of Finance Chris Meats, Director of Human Resources Cari Kragovich, Public
Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Police Chief
Tom Jarvie, Director of Parks and Recreation Brad Raney and City Attorney Galen West.
Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council
Member Killpack seconded, motion carried. Proclamations: Diaper Need Awareness Week.
Presentations: Wyoming Against Gas Chambers – Madhu Anderson. Public Hearings: Public
Hearing to Consider a Request for a Special Use Permit filed by Wyoming.com. The Mayor
opened the hearing at 7:24 pm. There were no comments or concerns presented. The Mayor closed
the hearing at 7:25 pm. Resolutions: (R21-19) Consideration of a Resolution to Approve a Special
Use Permit filed by Wyoming.com. Council Member Shutran moved to approve the resolution
granting approval of the Special Use Permit filed by Wyoming.com for the construction of a 40’
high-speed internet tower to be located in the Bronze Belt Conservation Overlay District within
the 10’x10’ leased area on Mansface Mountain, Green River, Wyoming, pending legal approval.
Council Member Berg seconded, motion carried. Council Actions: (A) Consideration to Approve
the Sculpture Donation to the City of Green River by the Green River Arts Council. Council
Member Killpack moved to accept the Green River Development Fund donation of “Herons” to
be included in the City of Green River’s Sculpture Showcase property. Council Member Bushman
seconded, motion carried; (B) Consideration to Approve Change Order #1 for the 2021 Cape Seal
Project. Council Member Zimmerman moved to approve Change Order #1 for the 2021 Cape Seal
Project, in the amount of $24,650 and authorize the Mayor to sign the change order. Council
Member Shutran seconded, motion carried; (C) Consideration of a MOU between the City of
Green River, the City of Rock Springs and Sweetwater County. Council Member Killpack moved
to approve the MOU between the City of Green River, the City of Rock Springs and Sweetwater
County. Council Member Shutran seconded, motion carried. Consent Agenda: Council Member
Shutran moved to approve the following items: (A) Approval of the horse corral lease agreement
with Michael J & Blair Aimone for horse corrals #110 & #111; (B) Issuance of a catering permit
to Lew’s Inc., dba Sands Buddha Bobs Liquor Catering to cater alcoholic beverages at the Ciner
2021 Service Awards on November 5, 2021, from 4 pm until midnight at Expedition Island,
pending approval by the Rock Springs City Council; (C) Approval of the Unclaimed Property
Report and to submit a check, in the amount of $196.54 to the Wyoming State Treasurer’s Office
under the Unclaimed Property Act; (D) Approval of Minutes for: September 7, 2021 Council; (E)
Approval of Payment of Bills: Prepaid Invoices $192,549.80, Outstanding Invoices $1,521,881.46,
Payroll Expenditures $217,275.75 and Preauthorized Payments $1,065,000.00. Council Member
Berg seconded, motion carried. Adjournment: Council Member Zimmerman moved to adjourn
