City of Green River, City Council Workshop & Council Proceedings for January 4, 2022,
6:30 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The
following Council Members were present: Sherry Bushman, George Jost, Mike Shutran, Robert
Berg, Gary Killpack and Jim Zimmerman. The following were present representing the City: City
Administrator Reed Clevenger, Director of Finance Chris Meats, Communications Administrator
Steve Core, Public Affairs and Grants Manager Ryan Rust, Director of Public Works Mark
Westenskow, Police Chief Tom Jarvie, Director of Parks and Recreation Brad Raney and City
Attorney Galen West. Workshop Agenda: (A) Discussion with School District #2 on the Future
Farmers of America Land. Liz Thoman the AG teacher and FFA coordinator at the Green River
High School gave a brief update on a proposed land swap to allow the school to grow their Future
Farmers of America and Supervised Agricultural Experience programs. The proposed land is down
by the horse corrals and is three acres. The proposed plan would be to build barns, pens for the
animals, possible greenhouse area and storage building for supplies. Council agreed it would be a
great opportunity for students and further discussions need to take place to get all of the details
worked out. Council Agenda: Approval of the Agenda: Council Member Shutran moved to
approve the agenda. Council Member Berg seconded, motion carried. Proclamations: Human
Trafficking Prevention Month. Board and Committee Appointments: (A) Appointment of Brad
Raney to the Joint Travel & Tourism Board. Council Member Berg moved to confirm the Mayor’s
appointment of Brad Raney to the Joint Travel & Tourism Board for a three (3) year term. Council
Member Bushman seconded, motion carried; (B) Reappointment of Carolyn Liedtke to the Parks
& Recreation Advisory Board. Council Member Berg moved to confirm the Mayor’s
reappointment of Carolyn Liedtke to the Parks & Recreation Advisory Board for a three (3) year
term; (C) Reappointment of Yvonne (Suz) Jasperson to the Green River Arts Council. Council
Member Killpack moved to confirm the Mayor’s reappointment of Yvonne (Suz) Jasperson to the
Green River Arts Council for a two (2) year beginning January 4, 2022 and expiring December
31, 2024; (D) Appointment of Two Council Members to the Finance Committee. Council Member
Berg moved to appoint Council Member Killpack and Council Member Jost to the Finance
Committee for 2022. Council Member Bushman seconded, motion carried. Ordinances:
Consideration on Second Reading an Ordinance Rezoning from B-1 (General Business) to R-2
(Single Family Residential). Council Member Killpack moved to approve on second reading an
Ordinance to amend the Official Zoning Map of the City of Green River, to rezone property located
at 645 W. Flaming Gorge Way from B-1 (General Business) to R-2 (Single Family Residential),
as hereby described within this ordinance. Council Member Zimmerman seconded, motion carried.
Resolutions: (R22-01) Consideration of a Resolution for Designations of Bank Depositories for
the City of Green River. Council Member Zimmerman moved to approve the resolution officially
establishing and designating bank depositories for the purpose of earning a secured rate of return
for the City of Green River. Council Member Killpack seconded, motion carried with Council
Member Shutran abstaining. Council Action Items: (A) Consideration of the Election of Council
President and Vice-President for 2022. Council Member Zimmerman moved to elect Council
Member Killpack as Council President for the year 2022. Council Member Shutran seconded,
motion carried; Council Member Zimmerman moved to elect Council Member Shutran as Council
Vice-President for the year 2022. Council Member Jost seconded, motion carried. Consent
Agenda: Council Member Berg moved to approve the following items: (A) Approval of an
agreement with the Memorial Hospital Foundation, in the amount of $1,000 for the sponsorship
of the Red Tie Gala; (B) Approval of Payment of Bills: Prepaid Invoices $83,035.51, Outstanding
Invoices $77,414.04, Payroll Expenditures $264,926.32 and Preauthorized Payments
$1,065,000.00. Council Member Shutran seconded, motion carried. Adjournment: Council
Member Zimmerman moved to adjourn at 7:35 pm. Council Member Jost seconded, motion
carried.
