City of Green River, City Council Proceedings for December 21, 2021, 7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Sherry Bushman, George Jost, Mike Shutran, Robert Berg, Gary Killpack. The following were present representing the City: Acting City Administrator Chris Meats, Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Police Captain Shaun Sturlaugson, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Berg seconded, motion carried. Public Hearings: Public Hearing on a Rezoning Request from B-1 (General Business) to R-2 (Single Family Residential). The Mayor opened the hearing at 7:06 pm. There were no comments or concerns presented. The Mayor closed the hearing at 7:08 pm. Ordinances: Consideration on First Reading an Ordinance Rezoning from B-1 (General Business) to R-2 (Single Family Residential). Council Member Killpack moved to approve on first reading an Ordinance to amend the Official Zoning Map of the City of Green River, to rezone the property located at 645 W Flaming Gorge Way from B-1 (General Business) to R-2 (Single Family Residential). Council Member Bushman seconded, motion carried. Resolutions: (R21-22) Consideration of a Resolution Awarding the Bid for the Sale of Municipal Property Lincoln School Addition Tracts B & C and entering into a Purchase and Development Agreement with J S Construction. Council Member Shutran moved to approve the resolution accepting a Bid, in the amount of $70,000 and authorize the execution of a Purchase and Development Agreement with J S Construction for the purchase and development of Lincoln School Addition Tracks B & C. Council Member Berg seconded, motion carried; (R21-23) Consideration of a Resolution Establishing a Restricted Donation Program for the Police Department Therapy Canine. Council Member Berg moved to approve the resolution establishing a restricted donation program for the Police Department Therapy Canine and to accept donations for the Therapy Canine into the program. Council Member Killpack seconded, motion carried. Council Action Items: (A) Consideration of the Release of Retainage for the 2021 Water Improvement Project. Council Member Jost moved to Release the retainage to Longhorn Construction, Inc. for the 2021 Water Improvement Project, in the amount of $11,427.64. Council Member Bushman seconded, motion carried; (B) Consideration of Bids Received for Two Backhoes. Council Member Shutran moved to reject all bids for two backhoes received December 2, 2021. Council Member Berg seconded, motion carried; (C) Consideration to Submit the Renewal Permit Application to the Wyoming Department of Environmental Quality for the Green River Transfer Station. Council Member Killpack moved to authorize the Mayor to sign the Renewal Permit Application for the Green River Transfer Station through the Wyoming Department of Environmental Quality. Council Member Berg seconded, motion carried; (D) Consideration of the FY2022 WYDOT Transportation Alternatives Grant Agreement. Council Member Berg moved to authorize the Mayor to sign the FY2022 Transportation Alternatives Program Subrecipient Agreement between the Wyoming Department of Transportation, in the amount of $400,000 for the Riverside Memorial Park Pathway and Lighting Project, pending legal approval. Council Member Killpack seconded, motion carried; (E) Consideration to Submit a FEMA Building Resilient Infrastructure and Communities Grant to the Wyoming Office of Homeland Security. Council Member Shutran moved to authorize the submission of a FEMA Building Resilient Infrastructure and Communities sub-guarantee application to the Wyoming Office of Homeland Security. Council Member Bushman seconded, motion carried. Consent Agenda: Council Member Killpack moved to approve the following items: (A) Approve the lease agreement with Southwest Wyoming BMX (SWBMX) to build, operate and maintain a BMX and community pump track at the current location of the Bike Park; (B) Approval of Minutes for: December 7, 2021 Council; (C) Approval of Payment of Bills: Prepaid Invoices $192,611.95, Outstanding Invoices $521,496.15, Payroll Expenditures $270,130.31 and Preauthorized Payments $1,065,000.00. Council Member Bushman seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:34 pm.
