City of Green River, City Council Proceedings for February 15, 2022, 7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: George Jost, Mike Shutran, Robert Berg, Sherry Bushman, Gary Killpack and Jim Zimmerman. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Senior Building Inspector Ken Yager, Police Chief Tom Jarvie, Assistant Fire Chief Bill Robinson, Assistant Fire Chief Larry Erdmann, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Zimmerman seconded, motion carried. Presentations: (A) Joint Travel & Tourism Board Update; (B) Turn Corps – Specific Purpose Tax. Public Hearings: Public Hearing for Liquor License Renewals. The Mayor opened the public hearing at 7:39 pm. There were no comments or concerns presented. The Mayor closed the public hearing at 7:40 pm. Executive Session: Executive Session to Discuss Possible Litigation. Council Member Killpack moved to adjourn to executive session at 7:40 pm. Council Member Shutran seconded, motion carried. Reconvene: Council Member Zimmerman moved to reconvene at 7:59 pm. Council Member Berg seconded, motion carried. Council Action Items: Council Member Berg moved to combine Council Action Items A through V and approve the renewal of the City’s Liquor Licenses as presented for the respective businesses for the period of April 1, 2022 through March 31, 2023, pending legal and State approval. Council Member Shutran seconded, motion carried. Council Member Killpack moved to amend the motion to include Council Action Items A through W. Council Member Bushman seconded, motion carried. (A) Consideration to Approve the Badwan Brothers Enterprise LLC; dba Don Pedro’s Mexican Family Restaurant Liquor License Renewal Application; (B) Consideration to Approve the Buckley Hubert; dba Town Bar & Grill Liquor License Renewal Application; (C) Consideration to Approve the Budy, Inc., dba Mast Lounge Liquor License Renewal Application; (D) Consideration to Approve the CF Altitude, LLC.; dba Alta Convenience #6225 Liquor License Renewal Application; (E) Consideration to Approve the China Garden, Inc.; dba China Garden Restaurant Liquor License Renewal Application; (F) Consideration to Approve the Club 86, Inc.; dba Club 86 Liquor License Renewal Application; (G) Consideration to Approve the Embassy, LLC; dba Embassy Tavern Liquor License Renewal Application; (H) Consideration to Approve the Fraternal Order of Eagles Aries 2350 Liquor License Renewal Application; (I) Consideration to Approve the Imelda Alvarez; dba Mi Casita Liquor License Renewal Application; (J) Consideration to Approve the J L Pax, Inc.; dba Green Gander Bar & Drive-In Liquor License Renewal Application; (K) Consideration to Approve the Jeff Stout; dba Green River Bowling Center Liquor License Renewal Application; (L) Consideration to Approve the Jo Y. Consent Agenda: Council Member Shutran moved to approve the following items: (A) Approval of the 2022 Memorandum of Understanding with the Quilting on the Green Committee; (B) Issuance of a catering permit to Santa Fe Trails, Inc.; dba Santa Fe Southwest Grill to cater alcoholic beverages at a wedding reception on June 11, 2022, from 4 pm until midnight at the Island Pavilion; (C) Approval to transfer the Ponderosa Bar Liquor License to cater alcoholic beverages at the Muley Fanatic Foundation Banquet on March 26, 2022, from 3 pm until midnight at the Sweetwater County Events Complex, pending approval by the Rock Springs City Council; (D) Approval of the release for Property Damage with C.R. England, Inc., Shelley Johnson and Clevon Hughes; (E) Approval of an Agreement with Green River High School, in the amount of $2,000; (F) Approval to Grant an Electrical Easement on Mansface Mountain for Rocky Mountain Power and authorize the Mayor to sign the pertinent easement documents; (G) Authorize the Parks & Recreation Department to submit a Rec Mil Grant application to Sweetwater County School District #2, in the amount of $74,680.86 for a fourth session of summer swim lessons, Summer Day Camp transportation and field trips and Riverside Memorial Park Improvements; (H) Approval of Payment of Bills: Prepaid Invoices $90,477.11, Outstanding Invoices $170,951.71, Payroll Expenditures $262,567.69 and Preauthorized Payments $1,067,000.00. Council Member Bushman seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 8:05 pm.
