City of Green River, City Council Workshop and Council Proceedings for March 1, 2022, 6:15 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: George Jost, Mike Shutran, Robert Berg, Sherry Bushman, Gary Killpack and Jim Zimmerman. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Police Chief Tom Jarvie, Assistant Fire Chief Bill Robinson, Assistant Fire Chief Larry Erdmann, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Workshop Agenda: (A) Horse Corral Lease Agreement Discussion. Mr. Clevenger said staff would like direction from Council and the Horse Corral Committee on what they would like to see changed or added to the lease agreement. The Horse Corral members said they would discuss the lease at the next meeting and get back to the Council and on what changes they would like to see. (B) Future Projects Discussion. Mr. Clevenger gave a brief overview of the 6th Penny Project and said the County has asked for a list from all entities on what they would like to see for projects by Friday, March 4, 2022. He said he has the list from the previous initiative and he will share it with the Council. Mr. Rust said they would like to give the public a chance to give their input on the Special Purpose Tax at the next council meeting on the 15th and they will be doing a survey that will be sent out sometime in the future. Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Berg seconded, motion carried. Proclamations: Developmental Disabilities Awareness Month. Presentations: (A) Recognition of Wyoming’s Elementary Principle of the Year – Anne Marie Covey; (B) Service Recognition for Arner Smart. Board and Committee Appointments: Reappointment of Shaun Sturlaugson and Mera Souare to the Combined Communications Joint Powers Board. Council Member Zimmerman moved to confirm the Mayor’s reappointment of Shaun Sturlaugson and Mera Souare to the Combined Communications Joint Powers Board for a three-year term beginning March 1, 2022 and expiring February 28, 2025. Council Member Killpack seconded, motion carried. Council Action Items: Consideration of Amendment No. 3 to the Agreement with Burns & McDonnell Engineering Company, Inc. for Professional Services for the Wastewater Treatment Plant Replacement Facility. Council Member Killpack moved to approve Amendment No. 3 to the agreement with Burns & McDonnell Engineering Company, Inc. for additional professional services for the Wastewater Treatment Plant Replacement Facility, in the amount of $228,918. Council Member Shutran seconded, motion carried. Consent Agenda: Council Member Shutran moved to approve the following items: (A) Approval of the horse corral lease agreement with Melissa Eason for corrals 132 & 133; (B) Approval of horse corral lease agreement with Spring Spellman for corrals 38 & 43; (C) Approval of the horse corral lease agreement with Zach & Brittini Love for corrals 117 & 118; (D) Issuance of a Catering Permit to Santa Fe Trails, Inc., dba Santa Fe Southwest Grill to cater alcoholic beverages at the Myers Reception on April 22, 2022 from 4 pm until midnight at the Island Pavilion, pending approval by the Rock Springs City Council; (E) Approval of the Trade agreement between the Radio Network and Green River Recreation Center, pending legal approval; (F) Approval of the 2022 World’s Largest Swimming Lesson Host Facility Liability and Publicity Release for the Green River Recreation Center, pending legal approval; (G) Approval of an agreement with Visionary Communications, Inc. for a lease on Mansface to provide internet services, in the amount of $1,560 annually; (H) Approval of Payment of Bills: Prepaid Invoices $1,022.91, Outstanding Invoices $152,166.99, Payroll Expenditures $257,514.06 and Preauthorized Payments $1,065,000.00. Council Member Bushman seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:44 pm.
