City of Green River, City Council Proceedings for March 15, 2022, 7 pm, City Hall Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: George Jost, Mike Shutran, Robert Berg, Sherry Bushman, Gary Killpack and Jim
Zimmerman. The following were present representing the City: Acting City Administrator Tom
Jarvie, Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust,
Director of Public Works Mark Westenskow, Assistant Fire Chief Bill Robinson, Assistant Fire
Chief Larry Erdmann and City Attorney Galen West. Approval of the Agenda: Council Member
Shutran moved to approve the agenda. Council Member Berg seconded, motion carried.
Presentations: (A) Treatment Court of Sweetwater County; (B) Southwest Wyoming Off-Road
Trails (SWOT), Wyoming State Trails and WYDOT. Public Hearings: Public Hearing on an
Ordinance Amending Chapter 7, Articles II through IX, Buildings and Building Regulations. The
Mayor opened the hearing at 7:49 pm. There were no comments or concerns presented. The Mayor
closed the hearing at 7:50 pm. Board and Committee Appointments: (A) Appointment of Rick
Jones to the Green River Arts Council. Council Member Berg moved to confirm the Mayor’s
appointment of Rick Jones to the Green River Arts Council for a 2-year term. Council Member
Bushman seconded, motion carried; (B) Reappointment of Storm Adcock to the Parks &
Recreation Advisory Board. Council Member Killpack moved to confirm the Mayor’s
reappointment of Storm Adcock to the Parks & Recreation Advisory Board for a three (3) year
term beginning April 1, 2022 and expiring March 31, 2025. Council Member Zimmerman
seconded, motion carried. Ordinances: (A) Consideration on First Reading an Ordinance
Amending the City of Green River Ordinance Chapter 7, Articles II through IX, Buildings and
Building Regulations. Council Member Berg moved to approve on first reading the amendments
to Chapter 7 of the City of Green River Code of Ordinances as they relate to the adoption of the
2021 International Code Council building codes. Council Member Shutran seconded, motion
carried; (B) Consideration on First Reading an Ordinance to Rezone Property from B-2
(Downtown Business) to B-1 (General Business). Council Member Shutran moved to approve on
first reading an Ordinance to Amend the Official Zoning Map of the City of Green River, to rezone
property located at 1175 Bridger Drive from B-2 (Downtown Business) to B-1 (General Business).
Council Member Zimmerman seconded, motion carried with Council Member Berg voting
against. Consent Agenda: Council Member Shutran moved to approve the following items: (A)
Approval of the 2022 Lagoon Agreement as presented and authorize the Mayor to sign the
agreement; (B) Issuance of Malt Beverage Permits to Renee Pilling and Alissa Davis for a vendor
market event on April 15, 2022 from 4 pm until 8 pm and April 16, 2022 from 9 am until 4 pm, at
the Island Pavilion (C) Horse corral lease agreement with Robert Bramwell for corral 107; (D)
Approval of the agreement with Dell Inc/Microsoft, in the amount of $31,094.14 for Microsoft
Office Licensing and authorize the Mayor to sign said agreement; (E) Approval of the Minutes
for: February 8, 2022 Council Workshop, February 15, 2022 Council and March 1, 2022 Council;
(F) Approval of Payment of Bills: Prepaid Invoices $213,491.52, Outstanding Invoices
$467,649.35, Payroll Expenditures $280,158.40 and Preauthorized Payments $1,065,000.00.
Council Member Jost seconded, motion carried. Adjournment: Council Member Killpack moved
to adjourn at 8:26 pm. Council Member Shutran seconded, motion carried.
