City of Green River, City Council Proceedings for June 21, 2022, 7 pm, City Hall Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: George Jost, Mike Shutran, Robert Berg, Gary Killpack and Jim Zimmerman. The
following were present representing the City: City Administrator Reed Clevenger, Director of
Finance Chris Meats, Public Affairs and Grants Manager Ryan Rust, Communication
Administrator Steve Core, Director of Public Works Mark Westenskow, Assistant Fire Chief Larry
Erdmann, Assistant Fire Chief Bill Robinson, Police Chief Tom Jarvie, Director of Parks and
Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council
Member Killpack moved to amend the agenda by adding Council Action Item: (C) Approval of
the Appointed Employee’s Contracts and to approve the agenda. Council Member Berg seconded,
motion carried. Proclamations: Flaming Gorge Days. Presentations: Southwest Wyoming
Regional Airport Update. Public Hearings: Proposed Budget for FY2023. The Mayor opened the
public hearing at 7:20 pm. There were no questions or concerns presented. The Mayor closed the
hearing at 7:34 pm. Resolutions: (R22-07) Consideration of a Resolution Adopting the Wages for
all Elected and Appointed Officials for the Fiscal Year Ending June 30, 2023. Council Member
Shutran moved to approve the resolution adopting the wages for all elected and appointed officials
of the City of Green River for the Fiscal Year ending June 30, 2023. Council Member Killpack
seconded, motion carried; (R22-08) Consideration of a Resolution Adopting the Schedule of Fees
for Fiscal Year 2023. Council Member Zimmerman moved to approve the resolution adopting the
Schedule of Fees charged for services, products, licenses, rentals, etc. for the City of Green River,
Wyoming for the Fiscal Year beginning July 1, 2022 and ending June 30, 2023. Council Member
Berg seconded, motion carried; (R22-09) Consideration of a Resolution Making Appropriations
and Adopting the Budget for Fiscal Year 2023. Council Member Killpack moved to approve the
resolution making appropriations and adopting the budget for the City of Green River, Wyoming
for the Fiscal Year beginning July 1, 2022 and ending June 30, 2023. Council Member Shutran
seconded, motion carried; (R22-10) Consideration of a Resolution Amending the City of Green
River Employee Handbook Effective July 1, 2022 (FY23). Council Member Shutran moved to
approve the amended Employee Handbook to be effective July 1, 2022, pending legal approval.
Council Member Berg seconded, motion carried. Council Action Items: (A) Consideration to
Approve the Amendment to the Combined Communications Joint Powers Agreement. Council
Member Zimmerman moved to approve the amendment to the Combined Communications Joint
Powers Agreement, pending legal approval. Council Member Shutran seconded, motion carried;
(B) Consideration to Approve Amendment #1 to the Wyoming Commercial Air Service
Improvement Plan Cooperative Agreement. Council Member Shutran moved to approve
amendment #1 to the Cooperative Agreement for Air Service with Sweetwater County Wyoming,
the Governing Body hereby finding that the commitment of Sweetwater County Wyoming to co-
sponsor with the City to provide air services for the terms of years specified within the agreement
has been determined to constitute a significant benefit and advantage to the City and the public, in
that such any services are not readily or economically available to the City in the absence of an
extended term contract, pending legal approval. Council Member Berg seconded, motion carried:
(C) Consideration to Approve the Agreements with the Contract Employees. Council Member
Killpack moved to approve the agreements with the Contract Employees. Council Member Jost
seconded, motion carried. Consent Agenda: Council Member Zimmerman moved to approve the
following items: (A) Approval of the horse corral lease agreement with Michelle & Steven Clark
for corrals 69 & 70; (B) Authorize the Transfer of the Buck’n Bar’s Liquor License to cater
alcoholic beverages at a wedding on July 9, 2022, from 2 pm until 1 am at the Sweetwater County
Events Complex, pending approval by the Rock Springs City Council; (C) Issuance of Open
Container Permits to the Embassy, LLC dba Embassy Tavern & the Ponderosa Bar for Flaming
Gorge Days on June 24th & 25th, from 9 am until 2 am, within the barricaded area called “Bar
Row” on Railroad Avenue; (D) Issuance of a catering permit to Lew’s Inc., dba Sands Buddha
Bobs Liquor Catering to cater alcoholic beverages at the Sisecam 2022 Picnic on July 23, 2022
from 10 am until 6 pm, at Expedition Island; (E) Approval of Minutes for: June 7, 2022 Council;
(F) Approval of Payment of Bills: Prepaid Invoices $190,226.61, Outstanding Invoices
$301,278.53, Payroll Expenditures $275,973.88 and Preauthorized Payments $1,065,000.00.
Council Member Berg seconded, motion carried. Adjournment: Council Member Shutran moved
to adjourn at 8 pm. Council Member Killpack seconded, motion carried.
