City of Green River, City Council Workshop and Council Proceedings for July 5, 2022, 6
pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following
Council Members were present: George Jost, Robert Berg, Sherry Bushman, Gary Killpack and
Jim Zimmerman. The following were present representing the City: City Administrator Reed
Clevenger, Director of Finance Chris Meats, Public Affairs and Grants Manager Ryan Rust,
Director of Public Works Mark Westenskow, Planning & Zoning Administrator Amy Cox, Senior
Building Inspector Ken Yager, Assistant Fire Chief Larry Erdmann, Assistant Fire Chief Bill
Robinson, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Council
Workshop Agenda: Discussion with the Sweetwater County Sheriff’s Department. Approval of
the Agenda: Council Member Killpack moved to add Resolution Item E: Consideration of a
Resolution Adopting the Wyoming Region 4 Hazard Mitigation Plan – 2022 and approve the
agenda. Council Member Berg seconded, motion carried. Proclamations: Purple Heart City.
Presentations: Unsung Hero Award to Donna Tramp. Resolutions: (R22-12) Consideration of a
Resolution Declaring the City’s Intent to Vacate a Right-of-Way (Alley) that runs from N 1ST W
Street to Center Street in Block 8 of the Original Town of Green River Plat. Council Member
Killpack moved to approve the resolution declaring the City’s intent to vacate a right-of-way
(alley) that runs from N 1st W Street to Center Street in Block 8 of the Original Town of Green
River Plat and setting a public hearing date of August 2, 2022. Council Member Bushman
seconded, motion carried; (R22-13) Consideration of a Resolution Authorizing the Submission of
a FY2023 WYDOT Transportation Alternative Program Grant Application for Flaming Gorge
Way ADA Upgrades – Design Only. Council Member Zimmerman moved to approve the
resolution authorizing the submission of a grant application to WYDOT for the Transportation
Alternatives Program (TAP) for Flaming Gorge Way ADA Upgrades – Design Only. Council
Member Berg seconded, motion carried; (R22-14) Consideration of a Resolution Authorizing the
Submission of a FY2023 WYDOT Transportation Alternatives Program Grant Application to
WYDOT for the Transportation Alternatives Program Grant for Miscellaneous ADA Upgrades
near Green River Schools. Council Member Berg moved to approve the resolution authorizing the
submission of a grant application to WYDOT for the Transportation Alternatives Program (TAP)
for Miscellaneous ADA Upgrades near Green River Schools. Council Member Bushman
seconded, motion carried; (R22-15) Consideration of a Resolution Approving a Proposition to
Impose a 1% Specific Purpose Sales and Use Tax. Council Member Killpack moved to approve
the resolution approving a proposition to impose a 1% Specific Purpose Sales and Use Tax.
Council Member Bushman seconded, motion carried; (R22-16) Consideration of a Resolution
Adopting the Wyoming Region 4 Hazard Mitigation Plan – 2022. Council Member Killpack
moved to approve the resolution adopting the Wyoming Region 4 Hazard Mitigation Plan – 2022
and ratify the signatures by the Mayor, Public Works Director, Fire Department Assistant Chief
and City Clerk to approve the resolution. Council Member Zimmerman seconded, motion carried.
Council Action Items: (A) Consideration to Approve an Agreement with Industrial Scientific.
Council Member Jost moved to approve the gas monitor agreement with Industrial Scientific for
new gas monitors and station dock for the Green River Fire Department and authorize the Mayor
sign the agreement, pending legal approval. Council Member Zimmerman seconded, motion
carried. Consent Agenda: Council Member Zimmerman moved to approve the following items:
(A) Issuance of Catering Permits to the Embassy, LLC dba Embassy Tavern and the Ponderosa
Bar to cater alcoholic beverages at the Green River Strong Fundraising Event on July 15 th, 16th
and 17th, from 9 am until 2 am, within the barricaded area from the Embassy Tavern’s property
line to the Ponderosa Bar’s property line on Railroad Avenue; (B) Issuance of Malt Beverage
Permits to the Green River Chamber of Commerce for the 21st Annual River Festival on August
19, 2022 from 3 pm until midnight and August 20, 2022 from 11 am until 5 pm, at Expedition
Island; (C) Approval of the Utility Review Committee’s recommendation to credit utility account
1672-004 for $160.38 and utility account 2093-006 for $1,898.74; (D) Approval of Minutes for:
June 21, 2022 Council; (E) Approval of Payment of Bills: Prepaid Invoices $105,013.27,
Outstanding Invoices $496,353.73, Payroll Expenditures $310,289.30 and Preauthorized
Payments $1,065,000.00. Council Member Berg seconded, motion carried. Adjournment:
Council Member Jost moved to adjourn at 7:47 pm. Council Member Berg seconded, motion
carried.
