City of Green River, City Council Proceedings for August 2, 2022, 7 pm, City Hall Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: Robert Berg, Gary Killpack, Sherry Bushman and Jim Zimmerman. The following were
present representing the City: City Administrator Reed Clevenger, Director of Finance Chris
Meats, Public Affairs and Grants Manager Ryan Rust, Communication Administrator Steve Core,
Director of Public Works Mark Westenskow, Planning & Zoning Administrator Amy Cox,
Assistant Fire Chief Larry Erdmann, Assistant Fire Chief Bill Robinson, Director of Parks and
Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council
Member Bushman moved to approve the agenda. Council Member Zimmerman seconded, motion
carried. Proclamations: National Night Out 2022. Presentations: Unsung Hero Award to Jeff
Chappell. Public Hearings: Public Hearing on the Petition to Vacate the Alley Right-of-Way that
runs from N 1st W Street to Center Street in Block 8 of the Original Town of Green River Plat.
The Mayor opened the hearing at 7:12 pm. There were no questions or concerns presented. The
Mayor closed the hearing at 7:13 pm. Resolutions: (R22-17) Consideration of a Resolution to
Vacate and Transfer by Quitclaim Deed to the Adjacent Property Owner the Alley Right-of-Way
in Block 8 of the Original Town of Green River Plat. Council Member Killpack moved to approve
the resolution vacating and transferring by quitclaim deed to the adjacent property owner the alley
right-of-way that runs from N 1st W Street to Center Street in Block 8 of the Original Town of
Green River Plat, as legally described within the resolution. Council Member Bushman seconded,
motion carried; (R22-18) Consideration of a Resolution Authorizing the Submission of an ARPA
Grant Application. Council Member Berg moved to approve the resolution authorizing the
submission of an application to the State Land and Investment Board for a Water and Sewer ARPA
Grant, in the amount of $7.5 million for the construction of the Wastewater Treatment Plant
Replacement Facility Project on behalf of the Governing Body for the City of Green River and
Authorize the Mayor to sign all pertinent loan documents. Council Member Bushman seconded,
motion carried. Council Action Items: (A) Consideration of a Landowner Agreement for the
Scott’s Bottom Bank and Habitat Restoration Project. Council Member Zimmerman moved to
approve the Landowner Agreement for the Scott’s Bottom Bank and Habitat Restoration Project,
pending legal approval. Council Member Berg seconded, motion carried; (B) Consideration to
Accept the FY21 State Homeland Security Program Grant Agreement with the Wyoming Office
of Homeland Security. Council Member Bushman moved to accept the FY21 State Homeland
Security Program Grant Agreement with the Wyoming Office of Homeland Security. Council
Member Zimmerman seconded, motion carried; (C) Consideration to Authorize the Submission
of a Wyoming Family to Family Health Information Center Mini-Grant Application. Council
Member Zimmerman moved to authorize the Police Department to apply for a Wyoming Family
to Family Health Information Center Mini-Grant to support the Therapy K9 Program. Council
Member Bushman seconded, motion carried. Consent Agenda: Council Member Killpack moved
to approve the following items: (A) Issuance of Open Container Permits to the Embassy, LLC dba
Embassy Tavern and the Ponderosa Bar for the Rally in the Alley event on August 13, 2022, from
9 am until 2 am, within the barricaded area called “Bar Row” on Railroad Avenue; (B) Approval
of Minutes for: July 19, 2022 Council; (C) Approval of Payment of Bills: Prepaid Invoices
$98,573.27, Outstanding Invoices $342,970.99, Payroll Expenditures $315,429.99 and
Preauthorized Payments $1,065,000.00. Council Member Zimmerman seconded, motion carried.
Adjournment: Council Member Berg moved to adjourn at 7:31 pm. Council Member Killpack
seconded, motion carried.
