City of Green River, City Council Proceedings for August 16, 2022, 7 pm, City Hall Council
Chambers, Council President Gary Killpack called the meeting to order. The following Council
Members were present: George Jost, Gary Killpack and Jim Zimmerman. Mayor, Pete Rust was
attending by phone. The following were present representing the City: City Administrator Reed
Clevenger, Director of Human Resources Cari Kragovich, Director of Finance Chris Meats, Public
Affairs and Grants Manager Ryan Rust, Communication Administrator Steve Core, Director of
Public Works Mark Westenskow, Police Chief Tom Jarvie, Director of Parks and Recreation Brad
Raney and City Attorney Galen West. Approval of the Agenda: Council Member Zimmerman
moved to approve the agenda. Council Member Jost seconded, motion carried. Public Hearings:
Council President Killpack opened the public hearing at 7:01 pm. There were no comments or
concerns presented. Council President Killpack closed the hearing at 7:11 pm. Board
Appointments: Appointment of Stacey Dolinar to the Sweetwater County Board of Health.
Council Member Zimmerman moved to confirm the Mayor’s appointment of Stacey Dolinar to
the Sweetwater County Board of Health for a four (4) year term beginning August 16, 2022 and
expiring August 31, 2026. Council Member Jost seconded, motion carried; (B) Reappointment of
Timothy Night to the Planning and Zoning Commission. Council Member Jost moved to confirm
the Mayor’s reappointment of Timothy Knight to the Planning and Zoning Commission for a three
(3) year term beginning September 1, 2022 and expiring August 31, 2025. Council Member
Zimmerman seconded, motion carried. Resolutions: (R22-19) Consideration of a Budget
Resolution for the Carryover Projects for Fiscal Year 2023. Council Member Jost moved to
approve the resolution increasing the City Funds for Fiscal Year Carryover, in the amount of
$31,578,700. Council Member Zimmerman seconded, motion carried; (R22-20) Consideration of
a Resolution Authorizing the Submission of a Request to Increase the Principal amount of the
Clean Water SRF Loan #182 for the Wastewater Treatment Plant Replacement Facility. Council
Member Zimmerman moved to approve the resolution authorizing the submission of a request to
increase the principal amount of Clean Water SRF Loan #182 for the construction of the
Wastewater Treatment Plant Replacement Facility Project by $7.5 million for a new loan amount
of $35.1 million on behalf of the Governing Body of the City of Green River and authorize the
Mayor to sign all pertinent loan documents. Council Member Jost seconded, motion carried.
Consent Agenda: Council Member Zimmerman moved to approve the following items: (A)
Approval of Minutes for: August 2, 2022 Council; (B) Approval of Payment of Bills: Prepaid
Invoices $249,083.32, Outstanding Invoices $647,562.33, Payroll Expenditures $314,136.29 and
Preauthorized Payments $1,065,000.00. Council Member Jost seconded, motion carried.
Adjournment: Council Member Zimmerman moved to adjourn at 7:19 pm. Council Member Jost
seconded, motion carried.
