City Council Meetings

City of Green River, City Council Proceedings for September 20, 2022, 7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Robert Berg, Sherry Bushman, Mike Shutran, Gary Killpack and Jim Zimmerman. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Human Resource Director Cari Kragovich, Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust, Police Chief Tom Jarvie, Assistant Fire Chief Larry Erdmann and City Attorney Galen West. Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Zimmerman seconded, motion carried. Proclamations: (A) Diaper Need Awareness Week. Resolutions: (R22-22) Consideration of a Budget Resolution for the Purchase of Bolawrap Devices for the Police Department. Council Member Killpack moved to approve the resolution modifying the General Fund Budget for the purchase of Bolawrap devices for the Police Department’s Patrol Division, in the amount of $12,700. Council Member Berg seconded, motion carried. Council Action Items: Consideration of a FEMA Building Resilient Infrastructure and Communities Grant Agreement with the Wyoming Office of Homeland Security. Council Member Shutran moved to approve the FEMA Building Resilient Infrastructure and Communities Grant Agreement with the Wyoming Office of Homeland Security. Council Member Bushman seconded, motion carried. Consent Agenda: Council Member Zimmerman moved to approve the following items: (A) Accept the Unclaimed Property Report and submit a check, in the amount of $163.40 to the Wyoming State Treasurer’s Office under the Unclaimed Property Act; (B) Horse corral lease agreement with Shannon K Ragan for corrals 105 & 106; (C) Horse corral lease agreement with Kelsey Thomas for corral 121; (D) Issuance of Malt Beverage Permits to Heidi McCurtain for the 14th Annual Sweetwater County Inkfest event on September 30th, October 1st and 2nd, 2022 from 8 am until 2 am each day, at Expedition Island; (E) Approval of Minutes for: September 6, 2022 Council; (F) Approval of Payment of Bills: Prepaid Invoices $534,018.11, Outstanding Invoices $507,344.44, Payroll Expenditures $297,885.60 and Preauthorized Payments $1,065,000.00. Council Member Berg seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:28 pm.
