City of Green River, City Council Proceedings for September 6, 2022, 7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: George Jost, Robert Berg, Sherry Bushman, Gary Killpack and Jim Zimmerman. The following were present representing the City: City Administrator Reed Clevenger, Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Senior Building Inspector Ken Yager, Police Chief Tom Jarvie, Assistant Fire Chief Bill Robinson, Assistant Fire Chief Larry Erdmann and City Attorney Galen West. Approval of the Agenda: Council Member Zimmerman moved to approve the agenda. Council Member Berg seconded, motion carried. Proclamations: (A) Hunger Action Month; (B) POW/MIA Recognition Day; (C) Suicide Prevention Awareness Month. Presentations: Emergency Medical Service Award to Officer Kyle Delisser. Board and Committee Appointments: Appointment of Wendy Miller to the URA/Main Street Board. Council Member Berg moved to confirm the Mayor’s appointment of Wendy Miller to the URA/Main Street Board filling Nick Montgomery’s unexpired term. Council Member Bushman seconded, motion carried. Resolutions: (R22-21) Consideration of a Resolution to Accept a Donation from TATA Chemicals. Council Member Killpack moved to approve the resolution to accept the donation from TATA Chemicals, in the amount of $1,000 for the Police Department. Council Member Berg seconded, motion carried. Council Action Items: (A) Consideration of an Amendment to the Agreement with Long Building Technologies. Council Member Bushman moved to approve the increase in rates for all five buildings with a total increase of $641 as requested by Long Building Technologies and authorize the Mayor to sign the agreement. Council Member Zimmerman seconded, motion carried; (B) Consideration of an Agreement with Ron Turley Associates, Inc. for Cloud Based Hosting Services. Council Member Killpack moved to have the RTA Fleet Management Software moved from the City’s on premises servers to RTA’s Cloud Based Hosting Service and authorize the Mayor to sign the Agreement. Council Member Zimmerman seconded, motion carried; (C) Consideration of the Submission of Form 2740 to the Bureau of Land Management. Council Member Bushman moved to authorize the Mayor to sign the Application and submit the application. Council Member Berg seconded, motion carried; (D) Consideration to Approve a Sculpture Donation by the Green River Arts Council and the Green River Development Fund, Inc. Council Member Berg moved to accept the Green River Development Fund, Inc. donation of “Otter” to be included in the City of Green River’s Sculpture Showcase property. Council Member Killpack seconded, motion carried. Consent Agenda: Council Member Jost moved to approve the following items: (A) Authorization to transfer Mansface Liquors, Inc liquor license to cater a wedding on September 17, 2022 from 4 pm until 11:59 pm, at 229 Old Stauffer Road, pending approval by the Sweetwater County Commissioners; (B) Issuance of an open container permit to the Green River Development Fund, Inc. for the Downtown Street Fair event on September 17, 2022, from 10 am until 2 am, within the areas shown on the attached map; (C) Approval of Minutes for: August 16, 2022 Council and August 19, 2022 Special Council; (D) Approval of Payment of Bills: Prepaid Invoices $190,717.34, Outstanding Invoices $1,135,603.94, Payroll Expenditures $448,131.60 and Preauthorized Payments $1,065,000.00. Council Member Bushman seconded, motion carried. Adjournment: Council Member Berg moved to adjourn at 7:52 pm.
