City of Green River, City Council Workshop and Council Proceedings for October 18, 2022,
6 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following
Council Members were present: Mike Shutran, Robert Berg, Sherry Bushman, Gary Killpack and
Jim Zimmerman. The following were present representing the City: City Administrator Reed
Clevenger, Director of Finance Chris Meats, Communications Administrator Steve Core, Public
Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Acting
Police Chief Shaun Sturlaugson, Assistant Fire Chief Bill Robinson, Assistant Fire Chief Larry
Erdmann and City Attorney Galen West. Workshop Proceedings: Discussion on Nuisance
Enforcement and Zoning Ordinances. Council Proceedings: Approval of the Agenda: Council
Member Shutran moved to approve the agenda. Council Member Berg seconded, motion carried.
Proclamations: Childhood Cancer Awareness Week. Presentations: (A) Green River Chamber
of Commerce Update; (B) The Mayor, Council Members and the Police Department would like to
thank the School Crossing Guards. Public Hearings: (A) Public Hearing on a Proposed Ordinance
Amending Chapter 18, Article VI adding Sections 18-79, 18-80 and 18-81. The Mayor opened the
hearing at 7:35 pm. There were no comments or concerns presented. The Mayor closed the hearing
at 7:36 pm; (B) Public Hearing on the Proposed Ordinance Amending Chapter 17, Appendix B
Establishing Procedures for the Consideration of Petitions for Restricted Use Control Area Overlay
District (RUCAO). The Mayor opened the hearing at 7:36 pm. There were no comments or
concerns presented. The Mayor closed the hearing at 7:39 pm. Board and Committee
Appointments: (A) Appointment of Jason Palmer to the Sweetwater County Board of Health.
Council Member Berg moved to confirm the Mayor’s appointment of Jason Palmer to the
Sweetwater County Board of Health for a four (4) year term beginning November 1, 2022 and
expiring October 31, 2026. Council Member Killpack seconded, motion carried; (B) Appointment
of Carla Lee to the Sweetwater County Board of Health. There is not an additional position on this
Board so no motions were made on this item. Ordinances: (A) Consideration on first reading an
Ordinance Amending the City of Green River Code of Ordinances Chapter 18 Article VI Adding
Sections 18-79, 18-80 and 18-81. Council Member Killpack moved to approve on first reading the
amendments to Chapter 18 Article VI, adding Sections 18-79, 18-80 and 18-81 of the City of Green
River Code of Ordinances. Council Member Zimmerman seconded, motion carried; (B)
Consideration on First Reading a Proposed Language Amendment to the City of Green River Code
of Ordinances adding Chapter 17, to Appendix B, Establishing Procedures for the Consideration
of Petitions for Restricted Use Control Area Overlay District. Council Member Shutran moved to
approve on first reading the proposed language amendment to the City of Green River Code of
Ordinances adding Chapter 17 to Appendix B, to establish procedures for the consideration for
petitions for Restricted Use Control Area Overlay District (RUCAO) pursuant to Article 16 of the
Wyoming Environmental Quality Act. Council Member Bushman seconded, motion carried.
Council Action Items: Consideration to Release the Retainage for the 2022 Cape Seal Project.
Council Member Shutran moved to release the retainage for the 2022 Cape Seal Project to Asphalt
Preservation, LLP., in the amount of $28,881.72. Council Member Killpack seconded, motion
carried. Consent Agenda: Council Member Zimmerman moved to approve the following items:
(A) Horse Corral lease with Stephanie Anderson for corrals 98 & 99; (B) Horse corral lease with
Russell Conley for corral 14; (C) Issuance of Malt Beverage Permits to Renee Pilling & Alissa
Davis for the Blackbird Lane Vendor Market event on November 25, 2022 from 4 pm until 8 pm
and on November 26, 2022 from 10 am until 3 pm, at the Island Pavilion; (D) Approval of the
Engagement Contract with Rudd & Company for a Compliance Review for the CSLFRF Funds,
pending legal approval; (E) Approve and Authorize the Mayor to sign the Master Lease Agreement
with John Deere Financial for backhoes and authorize the City Clerk to sign the agreement and/or
complete current and future leasing documents as long as they fall within the scope of the Master
Lease Agreement; (F) Approval of Minutes for: October 4, 2022 Council; (G) Approval of
Payment of Bills: Prepaid Invoices $3,400, Outstanding Invoices $656,678.47, Payroll
Expenditures $276,675.91 and Preauthorized Payments $1,065,000.00. Council Member Berg
seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:55 pm.
