City of Green River, City Council Proceedings for November 1, 2022, 7 pm, City Hall Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: George Jost, Robert Berg, Sherry Bushman, Mike Shutran, Gary Killpack and Jim
Zimmerman. The following were present representing the City: Acting City Administrator Mark
Westenskow, Director of Finance Chris Meats, Human Resource Director Cari Kragovich,
Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust, Police
Chief Tom Jarvie, Assistant Fire Chief Bill Robinson, Assistant Fire Chief Larry Erdmann,
Director of Parks & Recreation Brad Raney and City Attorney Galen West. Approval of the
Agenda: Council Member Shutran moved to approve the agenda. Council Member Zimmerman
seconded, motion carried. Proclamations: (A) Diabetes Awareness Month; (B) Extra Mile Day.
Board and Committee Appointments: Appointment of Rebecca Patton to the Green River Arts
Council. Council Member Killpack moved to approve the Appointment of Rebecca Patton to the
Green River Arts Council for a two (2) year term. Council Member Berg seconded, motion carried.
Ordinances: (A) Consideration on Second Reading an Ordinance Amending the City of Green
River Code of Ordinances Chapter 18 Article VI Adding Sections 18-79, 18-80 and 18-81. Council
Member Zimmerman moved to approve on second reading the amendments to Chapter 18 Article
VI, adding Sections 18-79, 18-80 and 18-81 of the City of Green River Code of Ordinances.
Council Member Bushman seconded, motion carried; (B) Consideration on Second Reading a
Proposed Language Amendment to the City of Green River Code of Ordinances Adding Chapter
17 to Appendix B, Establishing Procedures for the Consideration of Petitions for Restricted Use
Control Area Overlay District. Council Member Killpack moved to approve on second reading the
proposed language amendment to the City of Green River Code of Ordinances adding Chapter 17
to Appendix B, to establish procedures for the consideration for petitions for Restricted Use
Control Overlay District (RUCAO) pursuant to Article 16 of the Wyoming Environmental Quality
Act. Council Member Berg seconded, motion carried. Resolutions: (R22-23) Consideration of a
Resolution Approving the Final Plat of the Seneshale Addition, accepting a Subdivision
Improvement Guarantee and Authorizing the Mayor to Execute a Subdivision Improvement
Agreement with Joe Seneshale, dba JS Construction. Council Member Shutran moved to approve
the Resolution accepting the Final Plat of the Seneshale Addition, accepting a Subdivision
Improvement Guarantee in the amount of $1,443,526.87 and authorizing the Mayor to execute a
Subdivision Improvement Agreement between the City of Green River and Joe Seneshale, dba JS
Construction. Council Member Bushman seconded, motion carried; (R22-24) Consideration of a
Resolution Authorizing the Mayor and City Clerk to sign, execute and deliver a Special Warranty
Deed for the Sale of Lincoln School Addition Tracts B & C to Joe Seneshale. Council Member
Killpack moved to approve the Resolution authorizing the Mayor and City Clerk to sign, execute
and deliver a Special Warranty Deed for the sale of Lincoln School Addition Tracts B & C to Joe
Seneshale. Council Member Berg seconded, motion carried. Consent Agenda: Council Member
Berg moved to approve the following items: (A) Authorize the Issuance of Catering Permits to the
Wild Horse Saloon, dba the Hitching Post Restaurant and Saloon to cater alcoholic beverages at
the Holiday Business Showcase on November 18, 2022, from 6 pm until 9 pm and on November
19, 2022 from 10 am until 3 pm, at Expedition Island; (B) Approval to transfer the Tomahawk
Tavern’s Liquor license to cater alcoholic beverages at the WyoWifey Shoppe Dinning event on
November 11, 2022, from 4 pm until 9 pm, at Coal Train Coffee in Rock Springs, pending approval
by the Rock Springs City Council; (C) Authorize the issuance of a catering permit to Lew’s Inc.,
dba Sands Buddha Bobs Liquor Catering to cater alcoholic beverages at the Sisecam 2022 Service
Awards on November 11, 2022 from 4 pm until midnight, at Expedition Island, pending approval
by the Rock Springs City Council; (D) Approval of the agreement with ConvergeOne for the City’s
phone system, the Governing Body hereby finding that the commitment of ConvergeOne to
provide the software services specified for the term of years specified has been determined to
constitute a significant benefit and advantage to the City and the public, in that such services are
not readily or economically available to the City in the absence of an extended term contract; (E)
Approval of the minutes for: October 18, 2022 Workshop and Council; (F) Approval of Payment
of Bills: Prepaid Invoices $105,898.28, Outstanding Invoices $76,536.36, Payroll Expenditures
$276,900.37 and Preauthorized Payments $1,065,000.00. Council Member Zimmerman seconded,
motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:21 pm. Council
Member Killpack seconded, motion carried.
