City of Green River, City Council Workshop and Council Proceedings for November 15,
2022, 6 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The
following Council Members were present: George Jost, Robert Berg, Sherry Bushman, Mike
Shutran, Gary Killpack and Jim Zimmerman. The following were present representing the City:
City Administrator Reed Clevenger, Director of Finance Chris Meats, Human Resource Director
Cari Allen, Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan
Rust, Director of Public Works Mark Westenskow, Police Chief Tom Jarvie, Assistant Fire Chief
Bill Robinson, Director of Parks & Recreation Brad Raney and City Attorney Galen West.
Workshop Agenda: (A) Discussion on Implementing a Leash Law; (B) Veteran Columbarium
Discussion. Approval of the Agenda: Council Member Shutran moved to approve the agenda.
Council Member Bushman seconded, motion carried. Proclamations: (A) National
Apprenticeship Week; (B) Small Business Saturday. Presentations: (A) Recognition of Nathaniel
Knight by the Wyoming Water Quality Pollution Control Association for his Outstanding Service
in the Water and Wastewater Laboratory Field; (B) Wyoming Waste Connections Update.
Ordinances: (22-04) Consideration on Third and Final Reading an Ordinance Amending the City
of Green River Code of Ordinances Chapter 18, Article VI adding Sections 18-79, 18-80 and 18-
81. Council Member Zimmerman moved to approve on third and final reading the amendments to
Chapter 18 Article VI, adding Sections 18-79, 18-80 and 18-81 of the City of Green River Code
of Ordinances. Council Member Berg seconded, motion carried; (22-05) Consideration on Third
and Final Reading a Proposed Language Amendment to the City of Green River Code of
Ordinances Adding Chapter 17 to Appendix B, Establishing Procedures for the Consideration of
Petitions for Restricted Use Control Area Overlay District. Council Member Killpack moved to
approve on third and final reading the proposed language amendment to the City of Green River
Code of Ordinances adding Chapter 17 to Appendix B, to establish procedures for the
consideration for petitions for Restricted Use Control Area Overlay District (RUCAO) pursuant
to Article 16 of the Wyoming Environmental Quality Act. Council Member Jost seconded, motion
carried. Council Action Items: (A) Consideration of an HVAC Maintenance Contract with MHI
Service. Council Member Shutran moved to approve the agreement with MHI Service for bi-
annual maintenance of the LG VRF system at the Police Department building. Council Member
Berg seconded, motion carried; (B) Consideration to Authorize the Submission of a First
Responder & Law Enforcement Mental Health Support Grant Application to the Wyoming
Department of Health. Council Member Zimmerman moved to authorize the submission of a First
Responder & Law Enforcement Mental Health Support Grant application to the Wyoming
Department of Health. Council Member Berg seconded, motion carried; (C) Consideration to
Authorize the Submission of a Wyoming Outdoor Recreation Grant Application. Council Member
Shutran moved to approve the submission of the Wyoming Outdoor Recreation Grant application
for Riverside Park improvements, in the amount of $300,000. Council Member Killpack seconded,
motion carried. Consent Agenda: Council Member Shutran moved to approve the following
items: (A) Approval of an Enterprise Software Agreement with Cisco System, Inc. for the City’s
phone system, and authorize the Mayor to delegate his authority to sign the Cisco Enterprise
Agreement to the Director of Finance for this document, the Governing Body hereby finding that
the commitment of Cisco to provide the software services specified for the term of years specified
has been determined to constitute a significant benefit and advantage to the City and the public, in
that such services are not readily or economically available to the City in the absence of an
extended term contract, pending legal approval; (B) Issuance of a catering permit to Lew’s Inc.,
dba Sands Buddha Bobs Liquor Catering to cater alcoholic beverages at Tata 2022 Christmas Party
on December 2, 2022 from 4 pm until midnight, at Expedition Island, pending approval by the
Rock Springs City Council; (C) Issuance of a catering permit to Lew’s Inc., dba Sands Buddha
Bobs Liquor Catering to cater alcoholic beverages at Western Midstream 2022 Christmas Party on
December 16, 2022 from 4 pm until midnight, at Expedition Island, pending approval by the Rock
Springs City Council; (D) Approval of the minutes for: November 1, 2022 Council; (E) Approval
of Payment of Bills: Prepaid Invoices $273,051.30, Outstanding Invoices $257,038.44, Payroll
Expenditures $272,190.64 and Preauthorized Payments $1,065,000.00. Council Member Bushman
seconded, motion carried. Adjourn to Executive Session: Council Member Killpack moved to
adjourn to executive session at 7:51 pm to discuss possible litigation and personnel. Council
Member Jost seconded, motion carried. Reconvene: Council Member Killpack moved to
reconvene at 9:10 pm. Council Member Bushman seconded, motion carried. Council Action Item
D: Council Member Killpack moved to approve a 3% cola for full-time employees in the full-time
pay bands effective January 1, 2023 and a $1,000 stipend for full-time employees, $500 stipend
for part-time employees who have worked 500 or more hours, $250 stipend for part-time
employees who have worked less than 500 hours and a $750 stipend for all volunteer firefighters
payable on December 15, 2022. If a volunteer firefighter is also a full-time employee they can
choose between the $1,000 stipend or the $750 stipend but they cannot get both. Council Member
Jost seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 9:16
pm. Council Member Bushman seconded, motion carried.
