City Council Meetings

City of Green River, City Council Workshop & Council Proceedings for December 6, 2022, 6 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: George Jost, Robert Berg, Sherry Bushman, Mike Shutran, Gary Killpack and Jim Zimmerman. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Human Resource Director Cari Allen, Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Planning & Zoning Administrator Amy Cox, Senior Building Inspector Ken Yager, Police Chief Tom Jarvie, Assistant Fire Chief Bill Robinson, Assistant Fire Chief Larry Erdmann, Director of Parks & Recreation Brad Raney and City Attorney Galen West. Workshop Agenda: Project Bison Update. Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Bushman seconded, motion carried. Presentations: (A) Presentation of a Plaque to the Radio Network; (B) Climb Wyoming Update. Public Hearings: Public Hearing Appealing the Planning & Zoning Commission’s Recent Denial of the Pipelines Estates Subdivision Preliminary Plat. The Mayor opened the hearing at 7:16 pm. Mr. Westenskow gave a brief overview of what has happened so far with the plat. Planning & Zoning Board Chair Mike Brown gave a brief overview on why the Commission decided to deny the plat. Residents, Bryce & Ashley Castillon and Bob Ross expressed concerns with the approval of the plat and requested that the Council uphold the Planning & Zoning Commission’s decision to deny the plat. Pipeline Estates Property Owner, Phillip Stanton gave a brief overview of why he feels the Council should approve the plat as requested. Motion: Council Member Killpack moved to reaffirm the Planning and Zoning Commission’s decision in Case #2022-008 to deny the Pipeline Estates Subdivision Preliminary Plat. Council Member Shutran seconded, motion carried with Council Member Zimmerman abstaining. The Mayor closed the hearing at 8:25 pm. Board & Committee Appointments: Reappointment of Judy Roderick to the Green River Arts Council. Council Member Berg moved to approve the reappointment of Judy Roderick to the Green River Arts Council for an additional 2-year term. Council Member Bushman seconded, motion carried. Resolutions: (R22-25) Consideration of a Resolution Officially Establishing Designations of Bank Depository for the City of Green River. Council Member Zimmerman moved to approve the resolution officially establishing and designating bank depositories for the purpose of earning a secured rate of return for the City of Green River. Council Member Killpack seconded, motion carried with Council Member Shutran abstaining; (R22-26) Consideration of a Resolution Approving and Accepting the Final Plat of the Palmer Addition Subdivision. Council Member Shutran moved to approve and accept the Final Plat of the Palmer Addition Subdivision as a subdivision in the City of Green River, Sweetwater County, Wyoming, submitted by David J. Palmer, covering a 4.22 North, Range 107 West of the Sixth Principal Meridian, Green River, Sweetwater County, Wyoming. Council Member Berg seconded, motion carried; (R22-27) Consideration of a Budget Resolution Accepting Grant Funds from FEMA and the Wyoming Office of Homeland Security. Council Member Killpack moved to approve the resolution authorizing budget modifications in the General Fund Budget for the Recreation Center Division in the amount of $60,000, the Capital Projects Budget in the amount of $67,702.50 and in the Wastewater Fund Budget in the amount of $100,000 for the City of Green River, Wyoming for the fiscal year ending June 30, 2023. Council Member Shutran seconded, motion carried. Council Action Items: (A) Consideration to Approve Two FY22 State Homeland Security Program Grant Agreements with the Wyoming Office of Homeland Security. Council Member Berg moved to approve two FY22 State Homeland Security Program Grant Agreements with the Wyoming Office of Homeland Security, pending legal approval; (B) Consideration to Release a Portion of the Seneshale Addition Stand by Letter of Credit from Completed Subdivision Improvements. Council Member Shutran moved to approve the partial release, in the amount of $212,390 from Standby Letter of Credit Number 203567, issued by State Bank, for the installation of subdivision improvements installed in the Seneshale Addition. Council Member Bushman seconded, motion carried; (C) Consideration of a Memorandum of Understanding with Sweetwater County and the City of Rock Springs. Council Member Zimmerman moved to approve the Memorandum of Understanding with Sweetwater County and the City of Rock Springs and authorize the Mayor to sign the agreement. Council Member Shutran seconded motion carried; (D) Consideration to Approve Change Order #1 and #3 for the Recreation Center Partial Re-Roof Project. Council Member Bushman moved to approve change orders #1 & #3 for the Recreation Center Partial Re-Roof Project, in the amount of $8,581.74. Council Member Killpack seconded, motion carried. Consent Agenda: Council Member Shutran moved to approve the following items: (A) Horse Corral lease agreement with Nicole Jewkes & Brandon Langston for corral #89; (B) Issuance of a catering permit to the Ponderosa Bar to cater alcoholic beverages at the Muley Fanatic Christmas Ball Fundraiser on December 10, 2022, from 3 pm until midnight, at the Island Pavilion; (C) Ratification of the Mayor’s signing of the Certificate of State Grant-in-Aid form for Spaceport Day 2023; (D) Approval of the MOU with the Green River Child Development Center for the grounds maintenance services listed in the document, pending legal review; (E) Amend the approval of the stipend from “a $1,000 stipend for full-time employees, $500 stipend for part-time employees who have worked 500 or more hours, $250 stipend for part-time employees who have worked less than 500 hours and a $750 stipend for all volunteer firefighters payable on December 15, 2022. If a volunteer firefighter is also a full-time employee they can choose between the $1,000 stipend or the $750 stipend but they cannot get both” to a $1,000 stipend for full-time employees, $500 stipend for part-time employees who have worked 250 or more hours, $250 stipend for part- time employees that have worked less than 250 hours and a $750 stipend for all volunteer firefighters payable on December 15, 2022. If a volunteer firefighter is also a full-time employee they can choose between the $1,000 stipend or the $750 stipend they cannot get both; (F) Approval of the minutes for: November 15, 2022 Workshop & Council (G) Approval of Payment of Bills: Prepaid Invoices $89,611.20, Outstanding Invoices $326,819.72, Payroll Expenditures $576,964.88 and Preauthorized Payments $1,065,000.00.
