City Council Meetings

City of Green River, City Council Proceedings for December 20, 2022, 7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: George Jost, Robert Berg, Sherry Bushman, Mike Shutran, Gary Killpack and Jim Zimmerman. The following were present representing the City: Acting City Administrator Tom Jarvie, Director of Finance Chris Meats, Public Affairs and Grants Manager Ryan Rust, Utilities Superintendent Jason Palmer, Assistant Fire Chief Bill Robinson, Assistant Fire Chief Larry Erdmann, Director of Parks & Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Berg seconded, motion carried. Presentations: (A) Green River Chamber of Commerce Update; (B) Presentation on EPA’s Land Revitalization Technical Assistant Program and the UP Depot. Board and Committee Appointments: Appointment of Sherry Bushman to the Tripartite Board. Council Member Shutran moved to confirm the Mayor’s appointment of Sherry Bushman to the Sweetwater County Tripartite Board to fill Pete Rust’s remaining term which ends September 2023. Council Member Killpack seconded, motion carried. Council Action Items: (A) Consideration to Renew the Equipment Maintenance Agreement and Software Subscription for Water Meter Reading with Core & Main. Council Member Zimmerman moved to approve the equipment maintenance agreement and software subscription with Core and Main for the water meter reading equipment and software. Council Member Bushman seconded, motion carried; (B) Consideration of an Agreement with Sweetwater County. Council Member Bushman moved to approve and authorize the Mayor to sign an agreement with Sweetwater County to provide fire protection services within the County, pending approval by legal counsel. Council Member Shutran seconded, motion carried with Council Member Zimmerman abstaining. Consent Agenda: Council Member Shutran moved to approve the following items: (A) Issuance of a catering permit to The Tomahawk Tavern, LLC to cater alcoholic beverages at the Music for Vets event on January 7, 2023, from 11 am until midnight, at Expedition Island; (B) Approval of the agreement with the Greenbelt Task Force, in the amount of $5,000; (C) Approval of the agreement with Memorial Hospital Foundation, in the amount of $1,000 for the sponsorship of the Red Tie Gala; (D) Approve the Utility Review Committee’s recommendation of crediting utility account 07190-001 for $171 and utility account 4947-001 for $665; (E) Approval of the minutes for: December 6, 2022 Workshop & Council; (F) Approval of Payment of Bills: Prepaid Invoices $203,526.98, Outstanding Invoices $530,366.01, Payroll Expenditures $405,154.31 and Preauthorized Payments $1,065,000.00. Council Member Berg seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:19 pm.
