City Council Meetings

City of Green River, City Council Proceedings for January 3, 2023, 7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: George Jost, Robert Berg, Sherry Bushman, Mike Shutran, Gary Killpack and Ron Williams. The following were present representing the City: Acting City Administrator Tom Jarvie, Director of Finance Chris Meats, Human Resource Director Cari Allen, Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Assistant Fire Chief Bill Robinson, Director of Parks & Recreation Brad Raney and City Attorney Galen West. Oath of Office: Oath of Office for Elected Council Members. Approval of the Agenda: Council Member Berg moved to approve the agenda. Council Member Shutran seconded, motion carried. Proclamation: Human Trafficking Prevention Month. Board and Committee Appointments: Appointment of Two Council Members to the Finance Committee. Council Member Shutran moved to appoint Council Member Gary Killpack and Council Member George Jost to the Finance Committee for 2023. Council Member Bushman seconded, motion carried. Resolutions: Consideration of a Resolution for Designations of Bank Depositories for the City of Green River. Council Member Killpack moved to approve the resolution officially establishing and designating bank depositories for the purpose of earning a secured rate of return for the City of Green River. Council Member Berg seconded, motion carried with Council Members Shutran and Killpack abstaining. Council Action Items: Consideration of the Election of Council President and Vice-President for 2023. Council Member Berg moved to elect Council Member Jost as Council President and Council Member Shutran as Council Vice- President for the year of 2023. Council Member Killpack seconded, motion carried. Consent Agenda: Council Member Shutran moved to approve the following items: (A) The City Clerk to accept the elected official financial disclosure forms; (B) Issuance of a malt beverage permit to Seedskadee Chapter #533 of Trout Unlimited for their Annual Fly Fishing Film Tour event on March 3, 2023 from 4 pm until 11 pm, at the Island Pavilion; (C) Approval of the minutes for: December 20, 2022 Council; (D) Approval of Payment of Bills: Prepaid Invoices $136,472.46, Outstanding Invoices $109,398.56, Payroll Expenditures $289,123.79 and Preauthorized Payments $1,065,000.00. Council Member Berg seconded, motion carried. Adjournment: Council Member Berg moved to adjourn at 7:28 pm.
