City Council Meetings

City of Green River, City Council Proceedings for January 17, 2023, 7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: George Jost, Robert Berg, Sherry Bushman, Gary Killpack and Ron Williams. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Human Resource Director Cari Allen, Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Police Chief Tom Jarvie, Assistant Fire Chief Bill Robinson, Assistant Fire Chief Larry Erdmann, Director of Parks & Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Berg moved to approve the agenda. Council Member Bushman seconded, motion carried. Proclamations: Jackalope Jump Day. Presentations: Service Recognition for Jim Zimmerman. Resolutions: (R23-02) Consideration of a Resolution Amending the Schedule of Fees for FY2023. Council Member Killpack moved to approve the resolution amending the schedule of fees by adding the Microbrewery and/or Winery Permit fee effective January 1, 2023 for the fiscal year ending June 30, 2023. Council Member Bushman seconded, motion carried. Council Action Items: Consideration to Authorize Participation in the FY23 National Fish Passage Program Bipartisan Infrastructure Law Program with the U.S. Fish and Wildlife Service. Council Member Jost moved to authorize the participation in the FY23 National Fish Passage Bipartisan Infrastructure Law Program with the U.S. Fish and Wildlife Service. Council Member Berg seconded, motion carried. Consent Agenda: Council Member Killpack moved to approve the following items: (A) Horse corral lease agreement with Tyler & Seattle Rees for corral #40; (B) Approval of the agreement with the Public Group, LLC for online bid board service, pending legal approval; (C) Approval of the minutes for: January 3, 2023 Council; (D) Approval of Payment of Bills: Prepaid Invoices $258,368.67, Outstanding Invoices $814,911.78, Payroll Expenditures $282,763.08 and Preauthorized Payments $1,065,000.00. Council Member Bushman seconded, motion carried. Executive Session: Council Member Berg moved to adjourn to executive session to discuss personnel at 7:34 pm. Council Member Jost seconded, motion carried. Reconvene: Council Member Berg moved to reconvene at 7:34 pm. Council Member Bushman seconded, motion carried. Council Action Item: Council Member Killpack moved to approve the agreement as discussed in executive session and authorize the payment pursuant to that agreement. Council Member Berg seconded, motion carried with Council Member Jost voting against. Adjournment: Council Member Killpack moved to adjourn at 8:04 pm.
