City of Green River, City Council Proceedings for February 7, 2023, 7 pm, City Hall Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: George Jost, Robert Berg, Sherry Bushman, Mike Shutran, Gary Killpack and Ron
Williams. The following were present representing the City: City Administrator Reed Clevenger,
Director of Finance Chris Meats, Human Resource Director Cari Allen, Communications
Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust, Director of Public
Works Mark Westenskow, Senior Building Inspector Ken Yager, Assistant Fire Chief Bill
Robinson, Assistant Fire Chief Larry Erdmann, Director of Parks & Recreation Brad Raney and
City Attorney Galen West. Approval of the Agenda: Council Member Shutran moved to approve
the agenda. Council Member Berg seconded, motion carried. Proclamations: Random Acts of
Kindness Week. Public Hearings: Public Hearing for the New Microbrewery Liquor License
Application from Badass Brews LLC. The Mayor opened the hearing at 7:05 pm. There were three
people who spoke in favor of the license being issued to applicant. There were no other comments
or concerns presented. The Mayor closed the hearing at 7:20 pm. Council Action Items: (A)
Consideration to Approve the New Microbrewery Liquor License Application from Badass Brews
LLC. Council Member Shutran moved to approve the microbrewery liquor license application
from Badass Brews LLC for the term beginning February 8, 2023 and ending March 31, 2023,
pending legal review. Council Member Bushman seconded, motion carried; (B) Consideration to
Authorize the Submission of a FY22 Assistance to Firefighters Grant to the Federal Emergency
Management Agency. Council Member Berg moved to authorize the submission of a FY22
Assistance to Firefighters Grant to the Federal Emergency Management Agency with the 5%
match. Council Member Williams seconded, motion carried; (C) Consideration of an Agreement
with Long Building Technologies. Council Member Bushman moved to approve the training
services agreement with Long Building Technologies for training on the LG VRF System at the
Police Department, in the amount of $2,755. Council Member Killpack seconded, motion carried;
(D) Consideration of an ARPA Grant Agreement with the State Lands and Investment Board.
Council Member Shutran moved to authorize the Mayor to sign the ARPA Grant Agreement for
ARPA Grant #WS-1041 with the State of Wyoming, Office of State Lands and Investments
providing a $6,245,000 grant for the construction of the Wastewater Treatment Plant Replacement
Facility Project. Council Member Berg seconded, motion carried. Consent Agenda: Council
Member Shutran moved to approve the following items: (A) Approval of the Trade Agreement
between SweetwaterNOW and the Green River Recreation Center; (B) Approval of the Trade
Agreement with The Radio Network and the Green River Recreation Center; (C) Approval for the
Parks and Recreation Department to apply for and accept Rec. Mil Funds from Sweetwater County
School District #2, in the amount of $30,481.60 for a fourth session of summer swim lessons,
Summer Day Camp transportation, field trips and youth sports equipment; (D) Authorization to
Submit a Grant Application to the Sweetwater County Joint Travel & Tourism Board for Art on
the Green, in the amount of $5,200; (E) Issuance of a catering permit to China Garden Inc. to cater
alcoholic beverages at the Green River Chapter of Duck’s Unlimited Banquet on Saturday,
February 25, 2023, from 3 pm until midnight, at the Island Pavilion; (F) Approval to transfer the
Ponderosa Bar’s liquor license to cater alcoholic beverages at the Muley Fanatic’s Fundraiser
Banquet on March 11, 2023 from 3 pm until midnight at Sweetwater County Events Complex,
pending approval by the Rock Springs City Council; (G) Approval of the special 24-hour bar
openings requested by the Green River Liquor Association for March 17th for St. Patrick’s Day,
June 23rd and 24th for Flaming Gorge Days, October 28th for Halloween and December 30th for
New Year’s Eve; (H) Approval of the Utility Review Committee Recommendations of crediting
utility account 4875-002, in the amount of $938.70; (I) Approval of the minutes for: January 23,
2023 Special Council; (J) Approval of Payment of Bills: Prepaid Invoices $205,711.91,
Outstanding Invoices $276,452.67, Payroll Expenditures $296,857.33 and Preauthorized
Payments $1,065,000.00. Council Member Bushman seconded, motion carried. Adjournment:
Council Member Killpack moved to adjourn at 7:45 pm. Council Member Shutran seconded,
motion carried.
