City of Green River, City Council Workshop & Council Proceedings for February 21, 2023,
6 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following
Council Members were present: George Jost, Robert Berg, Sherry Bushman, Mike Shutran, Gary
Killpack and Ron Williams. The following were present representing the City: City Administrator
Reed Clevenger, Director of Finance Chris Meats, Human Resource Director Cari Allen,
Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust,
Director of Public Works Mark Westenskow, Police Chief Tom Jarvie, Assistant Fire Chief Bill
Robinson, Assistant Fire Chief Larry Erdmann, Director of Parks & Recreation Brad Raney and
City Attorney Galen West. Workshop Agenda: Governance Review and Education for the
Council. Approval of the Agenda: Council Member Shutran moved to approve the agenda.
Council Member Killpack seconded, motion carried. Presentations: (A) Joint Travel & Tourism
Board 2022 Annual Report; (B) Green River Greenbelt Task Force Update. Public Hearings: (A)
Public Hearing for Liquor License Renewals. The Mayor opened the hearing at 7:56 pm. There
were no comments or concerns presented. The Mayor closed the hearing at 7:58 pm; (B) Public
Hearing on the Request to Increase the Principal amount of the Clean Water SRF Loan #182 for
the WWTP Replacement Facility Project. The Mayor opened the hearing at 7:59 pm. Mr.
Westenskow gave a brief description of what is going on with the Wastewater Treatment Plant
Replacement Facility Project. Council Members, staff and resident Steve Core commented. There
were no other comments or concerns presented. The Mayor closed the hearing at 8:44 pm. Board
and Committee Appointments: (A) Reappointment of Bryce Castillon to the Green River Arts
Council. Council Member Bushman recommended the reappointment of Bryce Castillon to the
Green River Arts Council for an additional two (2) year term. Council Member Berg seconded,
motion carried; (B) Appointment of Jason Palmer to the Joint Powers Water Board. Council
Member Berg moved to confirm the Mayor’s appointment of Jason Palmer to the Joint Powers
Water Board for a three (3) year term beginning March 1, 2023 and ending February 28, 2026.
Council Member Killpack seconded, motion carried. Resolutions: (R23-03) Consideration of a
Resolution authorizing the submission of a request to Increase the Principal Amount of the Clean
Water SRF Loan #182 for the WWTP Replacement Facility. Council Member Killpack moved to
approve the resolution authorizing the submission of a request to increase the principal amount of
the Clean Water SRF Loan #182 for the construction of the WWTP Replacement Facility Project
by $10 million for a new loan amount of $45.1 million on behalf of the Governing Body for the
City of Green River and authorize the Mayor to sign all pertinent loan documents. Council Member
Bushman seconded, motion carried with Council Member Williams voting against; (R23-04)
Consideration of a Resolution Approving a Sweetwater County 2023 Specific Purpose Tax Joint
Powers Board Joint Powers Agreement. Council Member Shutran moved to approve the resolution
approving the Sweetwater County 2023 Specific Purpose Tax Joint Powers Board Joint Powers
Agreement and confirm the appointment of Council Member Killpack to the Joint Powers Specific
Purpose Joint Powers Board, pending the Attorney General’s approval. Council Member Bushman
seconded, motion carried; (R23-05) Consideration of a Resolution Amending the Fiscal Year 2023
Budget. Council Member Bushman moved to approve the budget resolution increasing the General
Fund, Wastewater Fund, Solid Waste Fund and the Water Fund for Fiscal Year 2023, in the amount
of $774,164. Council Member Jost seconded, motion carried. Council Action Items:
Consideration to Approve the Liquor License Renewal Applications. Council Member Shutran
moved to approve the renewal and issuance of the liquor licenses presented for a term beginning
April 1, 2023 and ending March 31, 2024, pending the issuance of business licenses and
occupational permits according to current zoning laws. Council Member Bushman seconded,
motion carried. Consent Agenda: Council Member Shutran moved to approve the following
items: (A) Approval of the 2023 Quilting on the Green MOU with the Quilting on the Green
Committee, pending legal approval; (B) Approval to transfer the Ponderosa Bar Liquor License to
cater alcoholic beverages at the Muley Fanatics Fundraising Banquet on March 10, 2023, from 2
pm until midnight at the Sweetwater County Events Complex, pending approval by the Rock
Springs City Council; (C) Approval of the Utility Review Committee’s recommendation to credit
utility account 1675-044, in the amount of $435.50; (D) Approval of the 2023 World’s Largest
Swimming Lesson Host Facility Liability and Publicity Release for the Green River Recreation
Center, pending legal approval; (E) Approval of the minutes for: February 7, 2023 Council; (F)
Approval of Payment of Bills: Prepaid Invoices $2,398.13, Outstanding Invoices $381,057.76,
Payroll Expenditures $330,981.10 and Preauthorized Payments $1,065,000.00. Council Member
Berg seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 9:06
pm. Council Member Berg seconded, motion carried.
