City Council Meetings

City of Green River, City Council Proceedings for March 7, 2023, 7 pm, City Hall Council Chambers, Council President George Jost called the meeting to order. The following Council Members were present: Robert Berg, Sherry Bushman, Gary Killpack and Ron Williams. The following were present representing the City: Acting City Administrator Chris Meats, Human Resource Director Cari Allen, Communications Administrator Steve Core, Public Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Police Chief Tom Jarvie, Assistant Fire Chief Larry Erdmann, Director of Parks & Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Killpack moved to approve the agenda. Council Member Berg seconded, motion carried. Presentations: (A) Treatment Court of Sweetwater County Update; (B) Sweetwater Combined Communications Joint Powers Board 2022 Annual Report. Resolutions: (R23-06) Consideration of a Resolution to Accept the Green River Greenbelt Taskforce Master Plan. Council Member Berg moved to approve the resolution accepting the Green River Greenbelt Master Plan. Council Member Bushman seconded, motion carried. Council Action Items: Consideration to Approve a First Responder & Law Enforcement Mental Health Support Grant Agreement. Council Member Bushman moved to approve and accept a First Responder & Law Enforcement Mental Health Support Grant Agreement with the Wyoming Department of Health, pending legal approval. Council Member Berg seconded, motion carried. Consent Agenda: Council Member Killpack moved to approve the following items: (A) Approval of a right-of-way easement agreement with Rocky Mountain Power; (B) Issuance of catering permits to The Tomahawk Tavern to cater alcoholic beverages at the YWCA Bowls for Caring event on March 18, 2023, from 6 pm until 8 pm at Twisted Timber and the Wild Sage Market Pop Up event on March 25, 2023, from 11 am until 4 pm, at Expedition Island; (C) Approval of the minutes for: February 21, 2023 Council; (D) Approval of Payment of Bills: Prepaid Invoices $91,190.87, Outstanding Invoices $245,043.87, Payroll Expenditures $271,598.33 and Preauthorized Payments $1,065,000.00. Council Member Bushman seconded, motion carried. Executive Session: Council Member Killpack moved to adjourn to executive session to discuss personnel at 7:34 pm. Council Member Berg seconded, motion carried. Reconvene: Council Member Berg moved to reconvene at 8:25 pm. Council Member Bushman seconded, motion carried.
