City of Green River, City Council Proceedings for March 21, 2023, 7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: George Jost, Robert Berg, Sherry Bushman, Mike Shutran, Gary Killpack and Ron Williams. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Human Resource Director Cari Kragovich, Public Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Planning & Zoning Administrator Amy Cox, Police Chief Tom Jarvie, Assistant Fire Chief Bill Robinson, Assistant Fire Chief Larry Erdmann, Director of Parks & Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Killpack seconded, motion carried. Presentations: Saint Christopher’s Highway. Public Hearings: Public Hearing for the Proposed Language Amendment to a portion of Section 5 and Section 9 of Appendix C (Subdivision) of the City of Green River Code of Ordinances. The Mayor opened the hearing at 7:26 pm. There were no other comments or concerns presented. The Mayor closed the hearing at 7:32 pm. Ordinances: Consideration on First Reading an Ordinance Amending a Portion of Section 5 and Section 9 of Appendix C (Subdivisions) of the City of Green River Code of Ordinances. Council Member Shutran moved to approve on first reading the proposed language amendment to a portion of Section 5. (specifically, 5.e. “Final Plat”) and Section 9 of Appendix C (Subdivisions) of the City of Green River Ordinances, to establish an alternative method for approving subdivisions, recording of Final Plat and to clarify when building permits can be issued. Council Member Berg seconded, motion carried with Council Member Killpack voting against. Council Action Items: (A) Consideration to Authorize the Signing of a Fiscal Sponsor Letter for the Quilting on the Green Committee’s FY24 Community Support Grant Application. Council Member Killpack moved to authorize the signing of Fiscal Sponsor Letter for the Quilting on the Green Committee’s FY24 Community Support Grant Application to the Wyoming Arts Council. Council Member Bushman seconded, motion carried; (B) Consideration to Approve the 2023 High Intensity Drug Trafficking Area (HIDTA) Sub-Contract Award. Council Member Shutran moved to approve the 2023 High Intensity Drug Trafficking Area (HIDTA) Sub-Contract Award and authorize the Mayor to sign the agreement upon approval by the City Attorney. Council Member Bushman seconded, motion carried. Consent Agenda: Council Member Berg moved to approve the following items: (A) Approval of the Agreement with Lagoon Corporation and authorize the Mayor to sign the agreement; (B) Approval of the Utility Review Committee’s recommendation to credit utility accounts: 5479-011 in the amount of $30, 07199-001 in the amount of $93.27, 07200-001 in the amount $92.92 and 07201-001 in the amount of $92.12; (C) Approval of the minutes for: January 17, 2023 Council and March 7, 2023 Council; (D) Approval of Payment of Bills: Prepaid Invoices $81,864.11, Outstanding Invoices $490,640.88, Payroll Expenditures $273,297.66 and Preauthorized Payments $1,065,000.00. Council Member Killpack seconded, motion carried. Executive Session: Council Member Shutran moved to adjourn to executive session to discuss personnel and legal matters at 7:45 pm. Council Member Bushman seconded, motion carried. Reconvene: Council Member Berg moved to reconvene at 8:29 pm. Council Member Bushman seconded, motion carried. Adjournment: Council Member Killpack moved to adjourn at 8:30 pm.
