City of Green River, City Council Proceedings for April 4, 2023, 7 pm, City Hall Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: George Jost, Robert Berg, Sherry Bushman, Mike Shutran, Gary Killpack and Ron
Williams. The following were present representing the City: City Administrator Reed Clevenger,
Director of Finance Chris Meats, Human Resource Director Cari Kragovich, Public Affairs and
Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Police Chief Tom
Jarvie, Assistant Fire Chief Bill Robinson, Assistant Fire Chief Larry Erdmann, Interim Director
of Parks & Recreation Katie Duncombe and City Attorney Galen West. Approval of the Agenda:
Council Member Shutran moved to approve the agenda. Council Member Bushman seconded,
motion carried. Proclamations: (A) Child Abuse Awareness Month; (B) National Public Safety
Telecommunicators Week; (C) Sexual Assault Awareness Month. Public Hearings: Public
Hearing on the Proposed Ordinance Amending Chapter 6, Article I, Section 6-1 Definitions and
Article II, Division I, Section 6-21 Animal Running at Large Prohibited. The Mayor opened the
hearing at 7:18 pm. Resident, Sandy Bowling thanked Council for working on this Ordinance to
keep pets and pet owners safe while walking in town. There were no other comments or concerns
presented. The Mayor closed the hearing at 7:21 pm. Board and Committee Appointments: (A)
Appointment of Noreena Gunter to the Green River Arts Council. Council Member Bushman
moved to approve the appointment of Noreena Gunter to the Green River Arts Council for a two
(2) year term. Council Member Berg seconded, motion carried; (B) Appointment of Ainhoa Ferrer
to the Joint Travel & Tourism Board. Council Member Shutran moved to confirm the Mayor’s
appointment of Ainhoa Ferrer to the Joint Travel & Tourism Board for a three (3) year term
beginning April 4, 2023 and ending March 30, 2026. Council Member Bushman seconded, motion
carried; (C) Appointment of Sherry Bushman to the Green River Airport Advisory Board. Council
Member Berg moved to confirm the Mayor’s Appointment of Sherry Bushman to the Green River
Airport Advisory Board beginning April 4, 2023. Council Member Killpack seconded, motion
carried with Council Member Bushman abstaining. Ordinances: (A) Consideration to Approve
on Second Reading an Ordinance Amending a Portion of Section 5 and Section 9 of Appendix C
(Subdivision) of the City of Green River Code of Ordinances. Council Member Killpack moved
to approve on second reading the proposed language amendment to a portion of Section 5.
(specifically, 5.e. “Final Plat”) and Section 9 of Appendix C (Subdivisions) of the City of Green
River Code of Ordinances to establish an alternative method for approving subdivisions, recording
of the Final Plat and to clarify when building permits can be issued. Council Member Shutran
seconded, motion carried; (B) Consideration on First Reading an Ordinance Amending Chapter 6,
Article I, Sections 6-1 and Article II, Division 1, Section 6-21 Animal Running at Large Prohibited.
Council Member Berg moved to approve on first reading the amendments to Chapter 6 Sections
6-1 and 6-21 of the City of Green River Code of Ordinances. Council Member Shutran seconded,
motion carried with Council Members Jost, Williams and Killpack voting against. Resolutions:
Consideration of a Resolution Accepting the Final Plat of the Courthouse Subdivision, a Re-Plat
of Block 8 of the Original Town of Green River Plat. Council Member Shutran moved to approve
the Resolution approving and accepting the Final Plat of the Courthouse Subdivision, a re-plat of
Block 8 of the Original Town of Green River Plat. Council Member Killpack seconded, motion
carried. Council Action Items: (A) Consideration to Approve an Agreement for the
Disbursement, Receipt and Use of Sweetwater County Joint Travel and Tourism Advertising Grant
Funds. Council Member Bushman moved to approve the disbursement, receipt and use of the
Sweetwater County Joint Travel and Tourism Grant, in the amount of $2,500 for the Art on the
Green event. Council Member Shutran seconded, motion carried; (B) Consideration to Ratify the
Submission of Two State Homeland Security Program Grant Applications to the Wyoming Office
of Homeland Security. Council Member Berg moved to ratify the submission of two State
Homeland Security Program grant applications to the Wyoming Office of Homeland Security.
Council Member Killpack seconded, motion carried. Consent Agenda: Council Member Killpack
moved to approve the following items: (A) Approval to transfer the Ponderosa Bar’s liquor license
to cater alcoholic beverages at a wedding on April 22, 2023 from 3 pm until midnight, at the
Sweetwater County Events Complex, pending approval by the Rock Springs City Council; (B)
Approval of the Utility Review Committee’s Recommendation of crediting utility accounts: 4253-
005 in the amount $15, 1678-004 in the amount of $925 and 5784-002 in the amount of $2,387.80;
(C) Approval of the minutes for: March 21, 2023 Council; (D) Approval of Payment of Bills:
Prepaid Invoices $92,973.73, Outstanding Invoices $117,778.75, Payroll Expenditures
$276,934.84 and Preauthorized Payments $1,065,000.00. Council Member Shutran seconded,
motion carried. Executive Session: Council Member Killpack moved to adjourn to executive
session for personnel and legal matters at 7:51 pm. Council Member Shutran seconded, motion
carried. Reconvene: Council Member Berg moved to reconvene at 9:05 pm. Council Member
Bushman seconded, motion carried. Adjournment: Council Member Jost moved to adjourn at
9:05 pm. Council Member Bushman seconded, motion carried.
