City Council Meetings

City of Green River, City Council Proceedings for April 18, 2023, 7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: George Jost, Sherry Bushman, Mike Shutran, Gary Killpack and Ron Williams. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Human Resource Director Cari Kragovich, Public Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Interim Police Chief Shaun Sturlaugson, Assistant Fire Chief Bill Robinson, Assistant Fire Chief Larry Erdmann, Interim Director of Parks & Recreation Katie Duncombe and City Attorney Galen West. Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Bushman seconded. Council Member Jost moved to amend the agenda by adding an additional Executive Session at the end of the meeting to discuss personnel. Council Member Bushman seconded, motion carried. The Mayor asked if there was any discussion on the original motion and there was no additional discussion, motion carried. Executive Session: Council Member Jost moved to adjourn to executive session for legal matters at 7:03 pm. Council Member Killpack seconded, motion carried. Reconvene: Council Member Shutran moved to reconvene at 7:12 pm. Council Member Bushman seconded, motion carried. Presentations: (A) Recognition of Coach Art Castillo and the WWCC Wrestling Team for their NJCAA National Championship; (B) Service Recognition for Tom Jarvie. Proclamations: National Library Week. Ordinances: (23-01) Consideration on Third and Final Reading an Ordinance Amending a Portion of Section 5 & Section 9 Appendix C (Subdivisions) of the City of Green River Code of Ordinances. Council Member Shutran moved to approve on third and final reading the proposed language amendment to a portion of Section 5. (specifically, 5.e. “Final Plat” and Section 9 of Appendix C (Subdivisions) of the City of Green River Code of Ordinances to establish an alternative method for approving subdivisions, recording of the Final Plat and to clarify when building permits can be issued. Council Member Bushman seconded, motion carried. Council Action Items: (A) Consideration of Bids for the Wastewater Treatment Plant Replacement Facility Project. Council Member Shutran moved to reject the bids for the Wastewater Treatment Plant Replacement Project from Project Construction and VanCon Inc. due to material departures from the bid specifications by both bidders. Council Member Killpack seconded, motion carried; (B) Consideration to Award the Bid for the 2023 Weed Mitigation Project. Council Member Killpack moved to award the bid for the 2023 Weed Mitigation Project to Weed Management Solutions, LLC and to approve the agreement, in the amount of $43,560, pending legal approval. Council Member Williams seconded, motion carried. Consent Agenda: Council Member Killpack moved to approve the following items: (A) Approval of an agreement with Jacob Novinger for the Purchase of a sculpture, in the amount of $8,830; (B) Approval of the 2023 Wildland Fire Management Annual Operating Plan and authorize the Mayor to sign the plan, pending legal approval; (C) Authorization to Renew the Wyoming Electrical Contractor License and maintain the aspects of the license with the State of Wyoming, pending legal approval; (D) Horse corral lease agreement with Brittney Barrera for corrals 84 & 85; (E) Approval of the minutes for: April 4, 2023 Council; (F) Approval of Payment of Bills: Prepaid Invoices $115,308.69, Outstanding Invoices $573,795.70, Payroll Expenditures $292,873.20 and Preauthorized Payments $1,065,000.00. Council Member Shutran seconded, motion carried. Executive Session: Council Member Killpack moved to adjourn to executive session for personnel matters at 7:47 pm. Council Member Shutran seconded, motion carried. Reconvene: Council Member Shutran moved to reconvene at 8:06 pm. Council Member Killpack seconded, motion carried. Council Action Item: Council Member Jost moved to add Contract Amendment #1 of the City Administrator’s Contract to the April 18, 2023 Green River City Council Agenda and approve the Contract Amendment #1 to the City Administrator’s contract dated July 1, 2022. Council Member Killpack seconded, motion carried with Council Member Williams voting against. Adjournment: Council Member Shutran moved to adjourn at 8:07 pm.
