City of Green River, City Council Proceedings for July 5, 2023, 7 pm, City Hall Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: George Jost, Robert Berg, Sherry Bushman, Mike Shutran, Gary Killpack and Ron
Williams. The following were present representing the City: Acting City Administrator Chris
Meats, Human Resource Director Cari Kragovich, Public Affairs and Grants Manager Ryan Rust,
Acting Director of Public Works Jason Palmer, Interim Police Chief Shaun Sturlaugson, Interim
Director of Parks & Recreation Katie Duncombe and Acting City Attorney Tammy Harris.
Approval of the Agenda: Council Member Killpack moved to approve the agenda. Council
Member Bushman seconded, motion carried. Proclamations: Purple Heart City. Presentations:
Community Service Recognition of Lily Sunshine Harris. Board and Community
Appointments: Reappointment of Chris Meats to the Joint Powers Telecommunications Board.
Council Member Berg moved to confirm the Mayor’s Reappointment of Chris Meats to the Joint
Powers Telecommunications Board beginning July 5, 2023 and expiring June 30, 2026. Council
Member Bushman seconded, motion carried. Resolutions: (R23-13) Consideration of a
Resolution Authorizing the Submission of a FY2023 WYDOT Transportation Alternatives
Program Grant Application. Council Member Killpack moved to approve the resolution
authorizing the submission of a grant application to WYDOT for the Transportation Alternatives
Program (TAP) for ADA Upgrades near Green River Schools and authorize the Mayor to sign all
pertinent grant documents. Council Member Berg seconded, motion carried. Council Action
Items: (A) Consideration of an Agreement with AMP Live Events, LLC., dba Monster Truck
Nitro Tour. Council Member Jost moved to approve the Facility Rental Agreement with AMP
Live Events, LLC., dba Monster Truck Nitro Tour, pending legal approval. Council Member
Bushman seconded, motion carried; (B) Consideration of an Agreement with Long Building
Technologies. Council Member Killpack moved to approve the service contract for HVAC with
Long Building Technologies for services at the Recreation Center, City Hall, Expedition Island
Pavilion, Police Department and Animal Control, in the amount of $22,112; (C) Consideration to
Approve an Agreement with Peak Software, Inc. Council Member Bushman moved to approve
the signing of the proposal and agreement with Peak Software Systems, Inc. for Sportsman Cloud
Data Hosting Software for the Parks & Recreation Department; (D) Consideration of an
Engagement Letter with Rudd & Company for Fiscal Year 2023 Audit and Single Audit. Council
Member Berg move to approve the engagement letter with Rudd & Company for the annual audit.
Council Member Killpack seconded, motion carried. Consent Agenda: Council Member Jost
moved to approve the following items: (A) Approval of the Grant Award of $2,000 from the
Sweetwater County Joint Travel & Tourism Board (SWCJTT) for the 2023 Co-ed Tough Turkey
Volleyball Tournament; (B); Approval of an Agreement with DocuSign, Inc. for the E-Signature
Software, in the amount of $6,020, pending legal approval; (C) Approval of an agreement with
HUB International for additional property coverage for School District #2; (D) Issuance of an open
container permit to the Embassy, LLC., dba the Embassy Tavern for an event on July 15th, from 9
am until 2 am, within the barricaded area on Railroad Avenue between the Embassy Tavern and
the Ponderosa Bar. They are also requesting the City provide the barricades for the event; (E)
Approval of the minutes for: June 20, 2023 Council; (F) Approval of Payment of Bills: Prepaid
Invoices $1,500, Outstanding Invoices $290,942.06, Payroll Expenditures $613,684.33 and
Preauthorized Payments $1,065,000.00. Council Member Williams seconded, motion carried.
Adjournment: Council Member Killpack moved to adjourn at 7:50 pm. Council Member
Bushman seconded, motion carried.
