City of Green River, City Council Proceedings for August 1, 2023, 7 pm, City Hall Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: George Jost, Robert Berg, Sherry Bushman, Mike Shutran, Gary Killpack and Ron
Williams. The following were present representing the City: City Administrator Reed Clevenger,
Director of Finance Chris Meats, Public Affairs and Grants Manager Ryan Rust, Communications
Administrator Steve Core, Utilities Superintendent Jason Palmer, Director of Human Resources
Cari Kragovich, Interim Police Chief Shaun Sturlaugson, Assistant Fire Chief Larry Erdmann,
Assistant Fire Chief Bill Robinson and City Attorney Galen West. Approval of the Agenda:
Council Member Shutran moved to approve the agenda. Council Member Berg seconded, motion
carried. Proclamations: National Night Out. Presentations: Green River Arts Council Update.
Board and Committee Appointments: Appointment of Michelle Cordova to the Green River
Arts Council. Council Member Berg moved to approve the appointment of Michelle Cordova to
the Green River Arts Council for a two (2) year term. Council Member Killpack seconded, motion
carried. Council Action Items: (A) Consideration of the Issuance of Open Container Permits to
Badass Brews LLC. Council Member Shutran moved to authorize the issuance of open container
permits to Badass Brews LLC for the Buck N Badass Rally events on August 5 th & 6th, from 10
am until 10 pm, within the barricaded area on N 1st E Street from Flaming Gorge Way to Railroad
Avenue, the sidewalk in front of the Buck N Bar, the side alley and the alley in the back of the
Buck N Bar. Council Member Bushman seconded, motion carried; (B) Consideration of the
Issuance of a Catering Permit to the Buck N Bar. Council Member Shutran moved to authorize the
issuance of a catering permit to the Buck N Bar for the Buck N Badass Rally on August 6 th, from
10 am until 10 pm, within the barricaded area on N 1st E Street from Flaming Gorge Way to
Railroad Avenue, on the sidewalk in front of the Buck N Bar, the side alley and the alley way
behind the Buck N Bar to N 1st E Street. Council Member Bushman seconded, motion carried; (C)
Consideration of an Electrical Service Agreement with Rocky Mountain Power. Council Member
Bushman moved to approve the General Service Contract with Rocky Mountain Power for the
electrical service at the new Wastewater Treatment Plant site and authorize the Mayor to sign said
contract. Council Member Berg seconded, motion carried. Consent Agenda: Council Member
Shutran moved to approve the following items: (A) Approval of a Horse corral lease agreement
with Sheri Rackley for corrals 62 & 63; (B) Approval of a horse corral lease agreement with Mario
& Estela Munoz for corral 54; (C) Approval of the community service agreements with: Green
River Food Bank, Golden Hour Senior Center, Youth Home, Treatment Court of Sweetwater
County, Sweetwater Family Resource Center, STAR Transit, YWCA Center for Families &
Children, Climb Wyoming, United Way of Southwest Wyoming and the Greenbelt Task Force, in
the amount of $126,121, pending legal approval; (D) Issuance of a Catering permit to the
Tomahawk Tavern, LLC to cater alcoholic beverages at the Art on the Green Banquet on August
19, 2023, from 5 pm until 9 pm, at the Island Pavilion; (E) Approval of Minutes from: July 5, 2023
Council, July 12, 2023 Special Council and July 18, 2023 Council; (F) Approval of Payment of
Bills: Prepaid Invoices $341,542.90, Outstanding Invoices $448,156.36, Payroll Expenditures
$335,765.28, and Preauthorized Payments $1,065,000.00. Council Member Berg seconded,
motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:48 pm. Council
Member Bushman seconded, motion carried.
