City of Green River, City Council Workshop & Council Proceedings for July 18, 2023, 6 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: George Jost, Robert Berg, Sherry Bushman, Mike Shutran, Gary Killpack and Ron Williams. The following were present representing the City: Acting City Administrator Chris Meats, Public Affairs and Grants Manager Ryan Rust, Director of Public Works Mark Westenskow, Planning & Zoning Administrator Amy Cox, Interim Police Chief Shaun Sturlaugson, Assistant Fire Chief Bill Robinson, Interim Director of Parks & Recreation Katie Duncombe and City Attorney Galen West. Workshop Agenda: Historic UP Depot Land Revitalization Technical Assistance Project. Council Agenda: Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Killpack moved to move Consent Agenda Item: D: Issuance of open container permits to Badass Brews, LLC to Council Action Item: B: and Consent Agenda Item: E: Issuance of catering permits to the Buck N Bar to Council Action Item: C. Council Member Shutran seconded, motion carried. Council Member Bushman seconded the original motion, motion carried. Resolutions: (R23-14) Consideration of a Resolution Amending the Schedule of Fees. Council Member Shutran moved to approve a resolution amending the schedule of fees for the City of Green River fiscal year ending June 30, 2024, with an effective date of July 1, 2023. Council Member Killpack seconded, motion carried; (R23-15) Consideration of a Resolution to Establish a Process to Administratively issue Catering Permits, Twenty-Four-Hour Malt Beverage Permits and Open Container Permits. Council Member Shutran moved to approve the resolution authorizing the City Administrator to oversee the issuance of catering permits, twenty-four-hour malt beverage permits and open container permits and act on behalf of the Governing Body. Council Member Bushman seconded, motion carried; (R23-16) Consideration of a Resolution Approving a Subdivision Variance. Council Member Jost moved to approve the resolution granting a subdivision variance, as requested, for the proposed Pipeline Estates Subdivision, a 4-lot residential subdivision within the City of Green River, Wyoming. Council Member Killpack seconded, motion carried with Council Member Shutran voting against. Council Action Items: (A) Consideration of an Amendment to the CWSRF Loan for the WWTP Replacement Facility. Council Member Jost moved to approve the Second Amendment to the loan agreement CW182 for the Wastewater Treatment Plant Replacement Facility Project and authorize the Mayor to sign the Amendment. Council Member Berg seconded, motion carried; (B) Issuance of Open Container Permits to Badass Brews, LLC for the Show off Your Ride Car Show event on July 29, 2023, from 10 am until 6 pm, within the barricaded area on N 1st E Street from Flaming Gorge Way to Railroad Avenue and for the Too Broke for Sturgis events on August 5th & 6th, from 10 am until 11 pm on both days, within the barricaded area on N 1st E Street from Flaming Gorge Way to Railroad Avenue. Council Member Killpack moved to consider the issuance of open container permits to Badass Brews, LLC. Council Member Bushman seconded. Council Member Killpack moved to amend the motion as follows: to approve the issuance of an open container to Badass Brews, LLC. for the Show Off Your Ride event on July 29, 2023, from 10 am until 6 pm, within the barricaded area on N 1st E Street from Flaming Gorge Way to Railroad Avenue. Council Member Berg seconded, motion carried; (C) Issuance of Catering Permits to the Buck N Bar to cater alcoholic beverages at the Too Broke for Sturgis events on August 5th & 6th, from 10 am until 11 pm both days, within the barricaded area on N 1st E Street, the sidewalk in front of the Buck N Bar and the alley behind the Buck N Bar to N 1st E Street. Died due to lack of a motion. Consent Agenda: Council Member Berg moved to approve the following items: (A) Approval of the FY24 Employee Assistance Program agreement with Wevolve Counseling and authorize the Mayor to sign said document; (B) Horse corral lease agreement with Cody Bramwell for corral 106; (C) Issuance of an Open Container Permit to Nick Findlow for the Genesis Alkali Engineering Picnic on July 29, 2023, from 11 am until 8 pm, at Indian Hills Park; (D) Issuance of a Catering Permit to Lew’s Inc., dba Sands Buddha’s Liquor Catering to cater alcoholic beverages at the Sisecam 2023 Picnic on July 22, 2023, from 10 am until 6 pm, at Expedition Island; (E) Issuance of a catering permit to the Red Feather, Inc. to cater alcoholic beverages at the Nick Sanchez Poker Run on August 26, 2023, from 9 am until midnight, at Evers Park; (F) Issuance of a catering permit to the Wild Horse, Inc., dba Hitching Post Saloon to cater alcoholic beverages at a wedding on August 26, 2023, from 3 pm until midnight, at the Island Pavilion; (G) Issuance of malt beverage permits to AMP Live Events, LLC., dba the Monster Truck Nitro Tour on August 5, 2023, from 12 pm until 10 pm and August 6, 2023, from 12:30 pm until 2 pm, at the Rodeo Arena; (H) Approval of Payment of Bills: Prepaid Invoices $162,449.07, Outstanding Invoices $968,528.36, Payroll Expenditures $313,394.60 and Preauthorized Payments $1,065,000.00. Council Member Shutran seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:57 pm.
