City of Green River, City Council Workshop & Council Proceedings for September 19, 2023,
7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following
Council Members were present: George Jost, Robert Berg, Sherry Bushman, Mike Shutran, Gary
Killpack and Ron Williams. The following were present representing the City: City Administrator
Reed Clevenger, Director of Finance Chris Meats, Public Affairs and Grants Manager Ryan Rust,
Communications Administrator Steve Core, Director of Public Works Mark Westenskow, Director
of Human Resources Cari Kragovich, Interim Police Chief Shaun Sturlaugson, Assistant Fire
Chief Larry Erdmann, Assistant Fire Chief Bill Robinson, Director of Parks & Recreation Katie
Duncombe and City Attorney Galen West. Approval of the Agenda: Council Member Shutran
moved to approve the agenda. Council Member Killpack seconded, motion carried.
Presentations: (A) American Legion Auxiliary Recognition of Girls State; (B) Recognition of
Glen Hill for his induction to the Wyoming Fire Service Hall of Fame for the year 2022. Council
Action Items: (A) Consideration of an Agreement with Sweetwater County District Board of
Health. Council Member Killpack moved to approve an agreement with the Sweetwater County
District Board of Health, in the amount of $31,849. Council Member Bushman seconded, motion
carried; (B) Consideration to approve an Agreement with Sweetwater County. Council Member
Shutran moved to approve the Sweetwater County Detention Center Offender Detention
Agreement and authorize the Mayor to sign the agreement, pending legal approval. Council
Member Bushman seconded, motion carried. Consent Agenda: Council Member Killpack moved
to approve the following items: (A) Issuance of an Open Container Permit to the Tomahawk
Tavern, LLC for the showing of Halloween movies on October 27, 2023, from 5 pm until 10 pm,
within the barricaded area on North 1ST West Street from Flaming Gorge Way to the Alley located
in the first block; (B) Approval to transfer the Tomahawk Tavern’s liquor license to cater alcoholic
beverages at a concert on October 23, 2023, from 5 pm until midnight, at Bunning Freight Station
in Rock Springs, pending approval by the Rock Springs City Council; (C) Approval of the Utility
Review Committee’s recommendation crediting utility account 1232-010 in the amount of
$804.66; (D) Approval of the Right-of-Way easement with Rocky Mountain Power for electrical
facilities in the vicinity of North 5th West; (E) Authorize the Mayor to sign the Notice of
Termination for the Industrial Stormwater Permit Coverage for the closed landfill (WYR001241);
(F) Approval of the FY24 Employee Assistance Program agreement with Southwest Counseling
Service and authorize the Mayor to sign said document; (G) Approval of Minutes from: September
5, 2023 Council; (H) Approval of Payment of Bills: Prepaid Invoices $199,756.02, Outstanding
Invoices $2,581,808.26, Payroll Expenditures $280,626.58 and Preauthorized Payments
$1,065,000.00. Council Member Shutran seconded, motion carried. Adjournment: Council
Member Shutran moved to adjourn at 7:29 pm. Council Member Berg seconded, motion carried.
