City of Green River, City Council Workshop & Council Proceedings for October 3, 2023, 6
pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following
Council Members were present: George Jost, Robert Berg, Sherry Bushman, Mike Shutran, Gary
Killpack and Ron Williams. The following were present representing the City: Acting City
Administrator Mark Westenskow, Director of Finance Chris Meats, Public Affairs and Grants
Manager Ryan Rust, Communications Administrator Steve Core, Interim Police Chief Shaun
Sturlaugson, Assistant Fire Chief Larry Erdmann, Assistant Fire Chief Bill Robinson, Director of
Parks & Recreation Katie Duncombe and City Attorney Galen West. Workshop Agenda:
Discussion on East 3rd North Road Work. Council Agenda: Approval of the Agenda: Council
Member Shutran moved to approve the agenda. Council Member Berg seconded, motion carried.
Proclamations: (A) Breast Cancer Awareness Month; (B) Domestic Violence Awareness Month;
(C) Fire Prevention Week; (D) Pregnancy & Infant Loss Awareness Month. Board and
Committee Appointments: Reappointment of Tiffany Asher to the Green River Arts Council.
Council Member Bushman moved to approve the reappointment of Tiffany Asher to the Green
River Arts Council for an additional two (2) year term. Council Member Killpack seconded,
motion carried. Consent Agenda: Council Member Shutran moved to approve the following
items: (A) Approval of an agreement with VLCM Utah for a statement of work to migrate from
exchange 2013 to Office 362, in the amount of $10,030; (B) Issuance of a catering permit to Lew’s
Inc. dba Sands Buddha Liquor Catering to cater alcoholic beverages at the Sisecam 2023 Service
Awards on November 10, 2023, from 4 pm until midnight, at the Island Pavilion; (C) Issuance of
an open container permit to Badass Brews LLC for the Street Fair on October 7, 2023, from 10 am
until 4 pm, within the barricaded area on North 1st West Street from Flaming Gorge Way to
Railroad Avenue down to Center Street and the grassy area by the Depot; (D) Approval to transfer
the Tomahawk Tavern’s Liquor License to cater alcoholic beverages at a concert on October 27,
2023, from 5 pm until midnight, at Bunning Freight Station, pending approval by the Rock Spring
City Council; (E) Approval of Minutes from: September 19, 2023 Council; (F) Approval of
Payment of Bills: Prepaid Invoices $3,349.38, Outstanding Invoices $289,506.27, Payroll
Expenditures $393,977.46 and Preauthorized Payments $1,065,000.00. Council Member Killpack
seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:34 pm.
Council Member Bushman seconded, motion carried.
