City Council Meetings

City of Green River, City Council Proceedings for October 17, 2023, 7 pm, City Hall Council Chambers, Council President George Jost called the meeting to order. The following Council Members were present: Robert Berg, Sherry Bushman, Mike Shutran, Gary Killpack and Ron Williams. The following were present representing the City: City Administrator Reed Clevenger. Director of Public Works Mark Westenskow, Director of Finance Chris Meats, Public Affairs and Grants Manager Ryan Rust, Director of Human Resources Cari Kragovich, Communications Administrator Steve Core, Interim Police Chief Shaun Sturlaugson, Assistant Fire Chief Larry Erdmann, Parks & Facilities Supervisor Charles Bryan and City Attorney Galen West. Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Berg seconded, motion carried. Proclamations: (A) Down Syndrome Awareness; (B) Extra Mile Day. Council Actions: Consideration to Release a Portion of the Seneshale Addition Standby Letter of Credit. Council Member Killpack moved to approve the partial release, in the amount of $473,183 from Standby Letter of Credit number 203567 issued by State Bank for the installation of subdivision improvements installed in the Seneshale Addition. Council Member Bushman seconded, motion carried with Council Member Williams voting against. Consent Agenda: Council Member Berg moved to approve the following items: (A) Approval of the Unclaimed Property Report and submit a check, in the amount of $205.05 to the Wyoming State Treasurer’s Office under the Unclaimed Property Act; (B) Approval of the Right-of-Way extension with Lumen (formally Enron); (C) Approval of Minutes from: October 3, 2023 Workshop & Council; (D) Approval of Payment of Bills: Prepaid Invoices $224,330.11, Outstanding Invoices $796,772.83, Payroll Expenditures $280,505.59 and Preauthorized Payments $1,065,000.00. Council Member Shutran seconded, motion carried. Adjournment: Council Member Bushman moved to adjourn at 7:29 pm.
