City Council Meetings

City of Green River, City Council Proceedings for November 7, 2023, 7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Robert Berg, George Jost, Sherry Bushman, Mike Shutran, Gary Killpack and Ron Williams. The following were present representing the City: City Administrator Reed Clevenger, Director of Public Works Mark Westenskow, Director of Finance Chris Meats, Public Affairs and Grants Manager Ryan Rust, Communications Administrator Steve Core, Interim Police Chief Shaun Sturlaugson, Assistant Fire Chief Larry Erdmann, Assistant Fire Chief Bill Robinson, Director of Parks & Recreation Katie Duncombe and City Attorney Galen West. Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Killpack seconded, motion carried. Proclamations: Diabetes Awareness Month. Resolutions: (R23-19) Consideration of a Resolution Approving the Final Plat of Pipeline Estates. Council Member Killpack moved to approve the resolution accepting the Final Plat of Pipeline Estates, instructing the City Administrator to withhold the approved final plat from recording, and authorize the Mayor to execute a Subdivision Improvement Agreement between the City of Green River and Phillip A. Stanton. Council Member Williams seconded, motion carried with Council Members Bushman, Berg and Shutran voting against. Council Actions: (A) Consideration to Approve Two State Homeland Security Program Grant Agreements with the Wyoming Office of Homeland Security. Council Member Berg moved to approve and accept the two State Homeland Security Program Grant Agreements with the Wyoming Office of Homeland Security, pending legal approval. Council Member Shutran seconded, motion carried. Consent Agenda: Council Member Shutran moved to approve the following items: (A) Approval of the 2024 Memorandum of Understanding between the City of Green River and the Overland Stage Stampede Rodeo Committee; (B) Approval of the Certificate of State Grant-in-Aid form for Spaceport Day 2024; (C) Horse corral lease agreement with Jarred & Latisha Sasser for corral 25; (D) Horse corral lease agreement with Delany Gardea for corral 81; (E) Horse corral lease agreement with Melissa Roberts for corrals 98 & 99; (F) Issuance of a catering permit to the Wild Horse Saloon, Inc., dba Hitching Post Saloon to cater alcoholic beverages at the Holiday Business Showcase on November 17, 2023, from 6 pm until 9 pm, at Expedition Island; (G) Issuance of a catering permit to Lew’s Inc., dba Sands Buddha Bobs Liquor Catering to cater alcoholic beverages at TATA Christmas Party on December 1, 2023, from 4 pm until midnight, at Expedition Island; (H) Authorize the Mayor to sign the Street Lighting Agreement with Rocky Mountain Power for the installation of street lights for the Seneshale Addition; (I) Issuance of a catering permit to Mansface Liquors to cater alcoholic beverages at the Holiday Business Showcase on November 17, 2023, from 4 pm until 9 pm, at Expedition Island; (J) Approval of Minutes from: October 17, 2023 Council; (K) Approval of Payment of Bills: Prepaid Invoices $364,846.15, Outstanding Invoices $4,671,639.46, Payroll Expenditures $566,120.30 and Preauthorized Payments $1,065,000.00. Council Member Berg seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:25 pm.
