City of Green River, City Council Proceedings for February 6, 2024, 7 pm, City Hall Council
Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were
present: George Jost, Robert Berg, Mike Shutran, Gary Killpack, Sherry Bushman and Ron
Williams. The following were present representing the City: City Administrator Reed Clevenger,
Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Public Affairs and
Grants Manager Ryan Rust, Director of Human Resources Cari Kragovich, Communications
Administrator Steve Core, Police Chief Shaun Sturlaugson, Assistant Fire Chief Larry Erdmann,
Assistant Fire Chief Bill Robinson, Parks & Facilities Supervisor Chuck Bryan, Recreation
Supervisor Katie Blood and City Attorney Galen West. Approval of the Agenda: Council
Member Shutran moved to approve the agenda. Council Member Berg seconded. Council Member
Killpack moved to amend the motion by moving Consent Agenda Item B: Approval of the Twenty-
Four-Hour Bar Openings for 2024 to Council Action Item B and add an Executive Session for
legal matters. Council Member Shutran seconded, motion carried. Proclamations: (A) Random
Acts of Kindness Week; (B) School Board Appreciation Week; (C) Wyoming Professional Water
& Wastewater Operator’s Week. Board & Committee Appointments: Appointment of Pete Rust
to the Green River Historic Preservation Commission. Council Member Berg moved to confirm
the appointment of Pete Rust to the Green River Historic Preservation Commission beginning
February 6, 2024. Council Member Shutran seconded, motion carried. Council Action Items:
(A) Consideration of an Agreement between the State of Wyoming, Office of the Attorney
General, Division of Criminal Investigation, and the City of Green River Police Department.
Council member Shutran moved to approve the agreement between the State of Wyoming, Office
of the Attorney General, the Division of Criminal Investigation, and the City of Green River Police
Department for the Internet Crimes Against Children Taskforce Affiliate Program and authorize
the Mayor to sign said agreement. Council Member Berg seconded, motion carried; (B) Approval
of the Twenty-Four-Hour Bar Openings for 2024. Council Member Shutran moved to approve the
special twenty-four-hour bar openings requested by the Green River Liquor Association for: St.
Patrick’s Day; Saturday, March 16, 2024; Flaming Gorge Days: Friday, June 28th and Saturday,
June 29th or the Friday and Saturday that will go with Flaming Gorge Days when scheduled;
Halloween: Saturday, October 26, 2024, and New Year’s Eve: December 31, 2024. Council
Member Williams seconded, motion carried with Council Member Killpack voting against.
Consent Agenda: Council Member Killpack moved to approve the following items: (A) Issuance
of a catering permit to The Tomahawk Tavern, LLC to cater alcoholic beverages at an event on
February 10, 2024, from 12 pm until 6 pm, at Twisted Timber located at 91 W. Flaming Gorge
Way; (B) Approval of an agreement with the Memorial Hospital Foundation, in the amount of
$1,000 for the sponsorship of the Red Tie Gala, pending legal approval; (C) Approval of the
contract with Lantis Productions, Inc. for the City’s July 4, 2024 fireworks display, in the amount
of $20,000; (D) Approval of Minutes from: January 16, 2024; (E) Approval of Payment of Bills:
Prepaid Invoices $317,845.30, Outstanding Invoices $4,378,886.53, Payroll Expenditures
$305,298.47 and Preauthorized Payments $1,065,000.00. Council Member Berg seconded, motion
carried. Executive Session: Council Member Killpack moved to adjourn to executive session to
discuss legal matters at 7:58 pm. Council Member Shutran seconded, motion carried. Reconvene:
Council Member Shutran moved to reconvene at 8:20 pm. Council Member Berg seconded,
motion carried. Adjournment: Council Member Shutran moved to adjourn at 8:21 pm. Council
Member Berg seconded, motion carried.
