City of Green River, City Council Proceedings for February 20, 2024, 7 pm, City Hall
Council Chambers, Council President Gary Killpack called the meeting to order. The following
Council Members were present: Robert Berg, Mike Shutran, Sherry Bushman, and Ron Williams.
The following were present representing the City: City Administrator Reed Clevenger, Director of
Finance Chris Meats, Director of Public Works Mark Westenskow, Public Affairs and Grants
Manager Ryan Rust, Communications Administrator Steve Core, Police Chief Shaun Sturlaugson,
Assistant Fire Chief Larry Erdmann, Assistant Fire Chief Bill Robinson, Director of Parks &
Recreation Katie Duncombe and City Attorney Galen West. Approval of the Agenda: Council
Member Shutran moved to approve the agenda. Council Member Berg seconded, motion carried.
Presentations: (A) Pinning Ceremony for Newly Promoted Captain Brad Halter; (B) Sweetwater
County Joint Travel & Tourism Annual Report; (C) Green River Greenbelt Task Force Update.
Public Hearings: Public Hearing for Liquor License Renewals. Council President Killpack
opened the hearing at 7:45 pm. There were no comments or concerns presented. Council President
Killpack closed the hearing at 7:46 pm. Resolutions: (R24-02) Consideration of a Resolution
Amending the Fiscal Year 2024 Budget. Council Member Shutran moved to approve the budget
resolution increasing the General Fund, Capital Projects Fund, and the Wastewater Fund for Fiscal
Year 2024, in the amount of $1,302,200. Council Member Williams seconded, motion carried.
Council Action Items: (A) Consideration to Approve Liquor License Renewal Applications.
Council Member Shutran moved to approve the renewal and issuance of liquor licenses as
presented for a term beginning April 1, 2024, and ending March 31, 2025, pending the issuance of
business licenses and occupational permits according to current zoning laws, pending legal
approval. Council Member Bushman seconded, motion carried; (B) Consideration to Authorize
the Submission of a FY23 Assistance to Firefighters Grant to the Federal Emergency Management
Agency. Council Member Berg moved to authorize the submission of a FY23 Assistance to
Firefighters Grant to the Federal Emergency Management Agency. Council Member Bushman
seconded, motion carried; (C) Consideration to Release the Retainage for the 2023 Pavement
Preservation Project. Council Member Williams moved to release the retainage to Lewis & Lewis,
Inc. for the 2023 Pavement Preservation Project, in the amount of $37,881.25. Council Member
Shutran seconded, motion carried. Consent Agenda: Council Member Shutran moved to approve
the following items: (A) Approval of the Trade Agreement between The Radio Network and the
Green River Recreation Center; (B) Authorize the Parks & Recreation Department to apply for
and accept Rec Mil Funds from Sweetwater County School District #2, in the amount of $53,481
for a fourth session of summer swim lessons, Summer Day Camp transportation, field trips and
the replacement of scoreboards; (C) Issuance of a catering permit to the Tomahawk Tavern, LLC
to cater alcoholic beverages at the Wild Sage Market Pop-up Market on April 20, 2024, from 10
am until 4 pm, at the Island Pavilion; (D) Approval of the Utility Review Committee’s
recommendation of crediting utility account 3699-004, in the amount of $2,375.13; (E) Approval
of Minutes from: February 6, 2024 Council; (F) Approval of Payment of Bills: Prepaid Invoices
$101,584.92, Outstanding Invoices $408,012.84, Payroll Expenditures $297,186.35 and
Preauthorized Payments $1,065,000.00. Council Member Berg seconded, motion carried.
Adjournment: Council Member Shutran moved to adjourn at 8:03 pm. Council Member Williams
seconded, motion carried.
