City of Green River, City Council Proceedings for April 16, 2024, 7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: George Jost, Gary Killpack, Sherry Bushman, and Ron Williams. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Public Affairs and Grants Manager Ryan Rust, Director of Human Resources Cari Kragovich, Communications Administrator Steve Core, Police Chief Shaun Sturlaugson, Assistant Fire Chief Larry Erdmann, Director of Parks & Recreation Katie Duncombe and City Attorney Galen West. Approval of the Agenda: Council Member Killpack moved to approve the agenda. Council Member Jost seconded, motion carried. Presentations: Donation of Two Columbarium’s for the Riverview Cemetery’s Veteran’s Section from the VFW 2321 & The American Legion Post 28. Council Action Items: (A) Consideration to Accept a Wyoming Inflation Reduction Act Urban and Community Forestry Sub-Recipient Grant Agreement with the Wyoming State Forestry Division. Council Member Killpack moved to approve the Wyoming Inflation Reduction Act Urban State Forestry Sub-Recipient Grant Agreement with the Wyoming State Forestry Division, pending legal approval. Council Member Williams seconded, motion carried; (B) Consideration to Accept a Donation from the VFW Post 2321 and The American Legion Post 28 for two Columbarium’s at Riverview Cemetery. Council Member Bushman moved to approve the donation of two columbaria at Riverview Cemetery’s Veteran’s section, generously offered by the VFW Post 2321 and The American Legion Post 28, to the City of Green River. Council Member Jost seconded, motion carried. Consent Agenda: Council Member Jost moved to approve the following items: (A) Approval to authorize the submission of a grant application to the Sweetwater County Joint Travel and Tourism Board for Art on the Green, in the amount of $5,200; (B) Horse corral lease agreement with Adrian Dominguez for corral 25; (C) Issuance of a catering permit to The Park Lounge to cater alcoholic beverages at the Soto Wedding on August 3, 2024, from 4 pm until midnight, at the Island Pavilion; (D) Issuance of a catering permit to The Park Lounge to cater alcoholic beverages at the Manning Wedding on September 14, 2024, from 4 pm until midnight, at the Island Pavilion; (E) Issuance of a catering permit to The Park Lounge to cater alcoholic beverages at the Knezovich Wedding on September 21, 2024, from 4 pm until midnight, at the Island Pavilion; (F) Issuance of a catering permit to The Park Lounge to cater alcoholic beverages at the Knezovich Wedding on September 27, 2024, from 4 pm until midnight, at the Island Pavilion; (G) Issuance of a catering permit to The Park Lounge to cater alcoholic beverages at the Rascal Wedding on October 18, 2024, from 4 pm until midnight, at the Island Pavilion; (H) Issuance of an open container permit to The Tomahawk Tavern for a Block Party on April 19, 2024, from 10 am until 8 pm, within the barricaded area on North 1st East Street from Flaming Gorge Way to Railroad Avenue; (I) Approval of the Utility Review Committee’s recommendation of crediting utility account 2604- 003, in the amount of $134; (J) Approval of Minutes from: April 2, 2024 Council; (K) Approval of Payment of Bills: Prepaid Invoices $103,708.61, Outstanding Invoices $2,884,641.69, Payroll Expenditures $296,281.39 and Preauthorized Payments $1,065,000.00. Council Member Williams seconded, motion carried. Adjournment: Council Member Killpack moved to adjourn at 7:19 pm.
